We are seeking a standout professional to join us to deliver crucial capital projects that support public safety, improve water quality and habitat, and meet water quality regulatory requirements. In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future Stormwater / Hydraulic Design Engineer (Engineer III) positions throughout the Department of Natural Resources & Parks (DNRP) over the next six (6) months .

About the Role :

The Stormwater / Hydraulic Design Engineer (Engineer III) will be a resourceful and technically skilled team player who can support drainage design, design review, and hydraulic analysis for King County Roads Division transportation (roads and bridges) capital projects, while being supported by a team of water resources professionals. This is a unique opportunity to work collaboratively across County Departments to support capital delivery of the highest priority Department of Local Services Roads Services Division Capital Projects.

This position will work primarily as an engineer supporting a wide range of Roads Division capital projects and programs which include roadway, traffic, and bridge improvement projects in unincorporated King County. If work capacity allows, the position may also provide support to capital project teams in the Water and Land Resources Division dedicated to the delivery of stormwater infrastructure projects that protect and improve water quality and stream habitat, improve drainage / reduce flooding, and support capital delivery of projects within Water and Land Resources Division.

This position follows a hybrid work model, blending remote and in-person work.

About the Team :

The Stormwater Capital Unit (SCU) designs, permits, implements and monitors stormwater projects across King County that address flow control, water quality, and aged or outdated infrastructure. SCU has a multidisciplinary staff of ecologists, engineers, and project managers with experience in watershed assessment, project conception and design, regulatory management, construction procurement and supervision, and project effectiveness monitoring.

Job Duties

What You Will Be Doing :

  • Prepare and / or review engineering plan sets primarily for road and bridge capital projects as the stormwater drainage design engineer.
  • Write engineering documents, including but not limited to design reports, feasibility studies, technical information reports, and stormwater pollution prevention plans.
  • Prepare bid documents (scopes, cost estimates, specifications) needed for construction using Washington State Department of Transportation Standard Specifications and Construction Specifications Institute formats.
  • Provide construction oversight and perform inspections for various CIP projects during implementation.
  • Perform technical studies and engineering analysis including drainage basin analysis, culvert and open channel hydraulic modeling and floodplain determination.
  • Work with environmental staff to analyze, interpret, and apply federal, state, and local codes to ensure project compliance with regulatory permits.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring :

  • A bachelor's degree in civil engineering or similar area of study including but not limited to environmental, natural resource, water resource, construction or geotechnical engineering, OR a demonstrated equivalent amount of work experience.
  • Minimum of (5) years work experience in applying engineering principles, practices and methods to assess, understand and solve surface water problems. Experience directly relating to roads drainage is preferred.
  • Demonstrated knowledge and understanding (project experience and education) of hydrologic and hydraulic principles in open channels and culverted stormwater systems and floodplain analysis.
  • Ability to communicate complex technical details in a clear and concise manner to diverse audiences, both technical and non-technical, through both oral and written channels, including technical writing.
  • Experience in developing cost-effective stormwater flow control and water quality treatment recommendations, alternatives and designs for road and bridge capital improvement projects and other public infrastructure.

  • Required Licenses :

  • Washington State Professional Engineer's license or ability to attain within one year of hire.
  • Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.

    Working Conditions :

  • Remote and Onsite Work Details : The Stormwater Capital Unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change . The primary onsite location is (King Street Center, 201 S. Jackson St, Seattle, WA 98104).
  • Remote Work Location Requirement : Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
  • Work Schedule : This full-time position will work a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. The typical work schedule is 8 : 00 a.m. - 5 : 00 p.m. Monday- Friday. Work outside the typical work schedule including early mornings, evenings and weekends may be required from time to time.
  • Union Representation : This position is represented by PROTEC Local 17A bargaining unit.
  • Physical Requirement : This position requires the ability to conduct occasional physical site inspections and evaluations. There is an intermittent need to walk on uneven terrain, for limited periods of time. Field locations include existing stormwater facilities and roads, forested environments, including ravines, and possibly agricultural lands, and may expose the employee to inclement weather, slippery, uneven surfaces and other dynamic conditions typically found in rural and undeveloped portions of King County.
  • Duration : This recruitment aims to fill a Term-Limited Temporary (TLT) position with an anticipated duration of three (3) years . If the position is filled by a King County employee who has successfully completed their initial probation, they will be offered the role as a Special Duty Assignment.
