Equipment Operator I / II
The Town of Holly Springs is searching for an Equipment Operator I / II to serve in the Public Works department. This position is responsible for using and operating a variety of motor vehicles and heavy equipment, power tools, and hand tools in support of the assigned department's construction and maintenance functions. This position functions with limited direct supervision.
Reports to the PW Crew Leader. Work is checked for accuracy, quality, and adherence to instructions. Employee may need to occasionally choose from defined alternatives to resolve problems but consults with supervisor on matters not covered by guidelines. Incumbents have no supervisory responsibilities.
The work schedule is business hours with occasional evenings and weekends. The starting annual salary range is $45,867.44-$50,454.18 (Grade D / E) depending on knowledge, skills, and experience.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1. Operates a variety of motor vehicles and equipment including trucks with a rated capacity of more than 26,000 lbs. gross vehicle weight, street sweepers, sidewalk plows and sweepers, asphalt rollers, and other similar equipment.
2. Operates heavy equipment such as Front-End Loaders and Excavators.
3. Responsible for loading, transporting, and unloading of 45' to 53' semi-van trailer with yard waste debris.
4. Responsible for logistics and transport of heavy equipment while occasionally assisting various departments during emergencies.
5. Performs a CDL circle check; lubricates, adds oil, inflates tires, and otherwise services equipment to ensure proper operation; reports any malfunctions to supervisor, and may assist in making minor repairs and maintenance.
6. Assists in the maintenance of the Town streets and sidewalks. Performs pothole repair and pavement patching. Participates in the annual street and sidewalk sweeping program.
7. Assists in the maintenance and mowing of Town rights-of-way. Trims trees, and removes trees and debris.
8. Participates in snow and ice removal operations and other emergencies declared by the department, if requested.
9. Assists in the maintenance and construction of the stormwater collection system.
10. Installs and maintains street and traffic signs.
11. Assists other divisions as directed.
12. Performs duties during off-duty hours including when called from standby status or for emergencies.
13. Performs responsibilities of skilled laborer and other subordinate positions.
14. Maintains up-to-date records of all maintenance activities.
15. Assists other department staff when necessary to complete projects and special events.
16. Ensures all activities are carried out safely; adheres to all safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.
17. Reports all accidents to the appropriate authority. Follows all policies for reporting.
18. Provides backup assistance to other department personnel as needed.
19. Maintains appropriate records including, work orders, daily job card, and other related data.
20. Completes written records of labor and materials used for each work project.
21. Performs emergency repairs and work as necessary.
22. Other duties as assigned.
Knowledge, skills, and abilities include :
Knowledge of the occupational hazards of the work and necessary safety precautions.
Knowledge of safe operations of heavy-duty trucks and equipment.
Knowledge of traffic safety principles.
Knowledge of basic mechanical and electrical equipment maintenance procedures.
Ability and skill to drive and operate mobile equipment in a safe and proper manner.
Knowledge of operation and maintenance of assigned equipment and machinery.
Knowledge of utility markings and clearances and rules for safe equipment operation in close proximity to underground and overhead utility facilities.
Knowledge of construction industry safety rules and ability to utilize all Personal Protective Equipment (PPE) necessary.
Knowledge of legal load limits for assigned equipment and vehicles.
Ability to operate assigned machinery and equipment skillfully and safely in close proximity to vehicular traffic, grade and alignment stakes, slopes, trucks, other construction equipment, laborers and utilities.
Ability to read and understand grade and alignment stakes set by others.
Ability to safely load, unload, and transport equipment to and from job sites.
Knowledge of care and use of equipment and tools utilized in the performance of department functions.
Knowledge of safety precautions and potential hazards encountered in maintenance activities.
Knowledge of the fundamentals of modern-day tree rigging, safety, and methods of cutting and precision tree felling.
Experience with small engine maintenance.
Working knowledge of occupational hazards (OSHA) and safe work practices.
Ability to understand and follow oral and written instructions.
Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and Federal, State, and local regulations.
Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.

This work requires the occasional exertion of up to 100 pounds of force; and requires strenuous manual labor including, but not limited to digging, shoveling, sweeping, raking, hauling, crawling, bending, lifting, pushing, pulling, twisting, and climbing. Work performed requires walking or standing to a significant degree on rough terrain or involves sitting for long periods with pushing and pulling of arm and / or leg controls. Work has standard vision requirements. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Duties are performed daily both in and outdoors under all weather conditions and include exposure to inclement weather, noise, heavy traffic conditions, and exhaust fumes.
Minimum required qualifications :
High school diploma or equivalent.
Three (3) years of experience in general construction or maintenance of infrastructure, or related work operating a variety of heavy equipment.
Previous 3 years of heavy equipment operation for Equipment Operator Level I and 5 to 7 years for Equipment Operator Level II.
Preferred qualifications :
5 years of heavy equipment operation in a similar industry using a variety of machines.
Other requirements :
Must possess a valid North Carolina Class A CDL Driver's license.
