Duties Description
OGS Human Resources collaborates with designees from each agency that provides Human Resources services in order to develop, plan, and implement Human Resources related policies and strategies, while ensuring compliance with the applicable Department of Civil Service, Office of Employee Relations, and Office of the State Comptroller guidelines and various employment laws. In the Personnel Services Unit (PSU), on the hosted agency team, duties may include, but are not limited to the following :
Minimum Qualifications
CURRENT STATE EMPLOYEES : Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6 or 70.4 of the Civil Service Law. 70.4 Transfer : Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor's degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists. Successful completion of a two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.
GENERAL PUBLIC CANDIDATES : Required experience : Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Human Resources Specialist 1 level requirements :
Substitutions : An associate's degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. PCO Candidates : Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply. Successful completion of a two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.
