The Senior Financial Program Analyst at SMX is a key player with extensive knowledge in the field of contract financial management. This role leads budget preparation and accurately tracks expenditures for large and complex contracts and programs. Working closely with the Program Manager, the analyst defines program goals and objectives while identifying actions to enhance financial performance.
The position demands significant interaction with various stakeholders including the Program Manager, senior technical experts, and other functional areas like Contracts, Finance, and Procurement. You'll also engage in financial discussions with external clients, including Contracting Officers and Representatives. This is a remote role supporting the Hawaii-based LEIA team.
Key Responsibilities :
- Oversee financial management of large contracts or complex tasks, providing cost, schedule, and funding planning while monitoring and analyzing performance.
- Set up contracts in alignment with defined terms and requirements.
- Compile overall contract financial Estimates at Completion (EAC) meeting all submission deadlines.
- Identify risks and opportunities for profit improvement, collaborating with the Program Manager and relevant departments.
- Evaluate all contract modifications, advising the program management team on impacts.
- Monitor costs and manpower to ensure compliance with contract ceiling and budget.
- Conduct thorough reviews of contract-level cost reporting documentation.
- Deliver accurate variance analysis and reporting for contracts.
- Track financial trends among subcontractors and various tasks.
- Collaborate with procurement and subcontract departments to provide input to multiple subcontractor funding.
- Lead the creation of Internal Program Review (IPR) presentations for management.
- Prepare financial Contract Data Requirements (CDRL), ensuring compliance and timely delivery.
- Execute ad-hoc financial analysis as requested by the Program Management Office (PMO).
- Monitor and inform on funding status, detailing the line-item analysis.
- Represent the finance team in leadership discussions, presenting financial insights and recommendations.
- Drive continuous improvement initiatives across the financial analysis team.
- Support accounts receivable and ensure prompt resolution of billing and unbilled issues.
- Prepare accruals for subcontractors and vendor services following GAAP.
- Ensure revenue and profit recording complies with EAC standards.
- Analyze profit risks and advise management on strategic decisions.
- Ensure adherence to GAAP, Sarbanes-Oxley, FAR, and all company policies related to contracts and finance.
Required Skills :
In-depth knowledge of contract types, execution methods, CAS, FAR, and Joint Travel Regulations.Strong relationship-building abilities across functional teams.Proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, Word and SharePoint.Exceptional oral and written communication skills.Excellent data management, problem-solving, and critical thinking capabilities.Strong organizational, time management, and multitasking abilities.Clearable security clearance, if required.10 years of experience in project cost control or financial management.Functional knowledge of various contract types and project control methods.High School Diploma required.Desired Experience :
BA / BS in Finance, Accounting, or Business.Previous experience with GSA AAS / FEDSIM contracts.Understanding of international policies and DOD allowances.Experience with multiple funding activities.U.S. citizenship is required for this DOD contract position.
