Brief Job Description :
The Enterprise Architect focuses on the development of HHS business, application, information, solutions and technology roadmaps for the office of the Chief Technology Officer (CTO). This position requires understanding of the primary Health and Human Services (HHS) business processes, technical aspects of all enterprise architecture domains, various enterprise architecture disciplines including cloud, business, infrastructure, applications, data and security with infrastructure and technology experience around business, information, applications and technology, etc. This position determines priority business needs and provides specific solutions and technologies for the development and implementation of strategic initiatives of the HHS enterprise.
The Enterprise Architect leads initiatives using project management best practices and industry architecture frameworks. The Enterprise Architect leads design efforts, defines end-to-end architecture, oversees and performs research studies and presentations that include recommendations, and instructions for proposed implementations; formulating logical descriptions of problems; and recommending optimum solutions. This position requires someone with proven industry experience working with a significant degree of creativity and independence.
The Enterprise Architect works with other IT groups in defining architectures, leading projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project transition, development and implementation stages. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs) :
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Serves as Enterprise Architect for defining enterprise portfolio roadmaps that meet specific business needs. Conducts and oversees studies and the preparation of initiative reports that include study findings, presentations, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and devises and implements optimum solutions. Performs highly advanced and / or managerial (senior-level) computer systems analysis work. Work involves planning and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Prepare As-Is, To Be, Gap analysis, SWOTs, charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished. Plans and schedules studies and system implementations. (25%)
Drives and leads initiatives that cross functional agency systems, other IT groups and other state entities that require coordinating, planning, and scheduling during project development and implementation stages. Provides the options in the determination and implementation of architectural solutions. Provides the design and implementation of new or revised methods that effectively meet agency business needs. (25%).
Evaluates current and future solutions, applications, technologies and establish overall requirements and planning objectives. Provides expertise in the development of and / or develops agency Information Technology (IT) operations and management information system plans. Oversees the development, analysis, and revision of design procedures, program codes, test procedures, and quality standards. (15%).
Plays a critical role in translating business strategy into technical strategy and defines end-to-end technology architectures that support the strategy. Provides Architectural expertise on strategic planning actions and policy decisions related to the agency's systems and makes recommendations concerning the direction of the agency's computer and management information systems. Analyzes and defines agency disaster recovery responsibilities and procedures. (15%).
Articulates desired future state, understand the current state, identify gaps between the two states, and develop approaches to close these gaps. Collaborates with HHS IT groups on recommendations. Assists in the preparation of information technology planning and justification. Coordinating and solving problems; in developing or revising program code; in scheduling, testing, installing, and implementing programs. Analyzes systems and procedures; to write and revise standards and procedures; to handle multiple projects; to communicate effectively. (10%)

Registrations, Licensure Requirements or Certifications :
Cloud Architecture or Engineering Certifications Preferred
Initial Screening Criteria :
Graduation from an accredited four-year college or university with a Bachelor of Administration (BA) or Bachelor of Science (BS) in Computer Science, Information Systems, Business or a related field is preferred. Experience may be substituted on a year for year basis.
10+ years of IT experience within global IT environments including cloud and third-party outsourced components.
5+ years of experience architecting, engineering, supporting or developing enterprise IT solutions in hosted and cloud environment preferred.
Hands on experience and current skills in two or more areas : System Engineering, DevOps, Security, Networking, Application Development, Data Intelligence, Infrastructure Services, or Database preferred.
Experience with Agile, ITIL and TOGAF frameworks preferred.
Experience with at least three of the following domains : cloud, analytics, data management, infrastructure, access channels, security, applications, software engineering, networking, or systems integration preferred.
5+ years of experience as an Architect is preferred.
Experience with wireless communications, network security, voice and data networking systems is preferred.
