Early Childhood Special Education / Section 619 Coordinator

Salary : $80,870 - $95,147 annually

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill an ECSE / Section 619 Coordinator. This full-time permanent position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. Position Overview

This is an ECSE / Section 619 Coordinator in the Program Improvement unit within the Special Education division. The role ensures that school districts have the fiscal and human resources needed to maintain early childhood special education elements of state and federal laws and regulations. The position collaborates with the Fiscal and Data Management unit on behalf of local districts and focuses on :

  • Development and implementation of the State Performance Plan and Annual Performance Report for the Office of Special Education Programs (federal).
  • Coordination and oversight of the State Systemic Improvement Plan, including the Theory of Action and evaluation of systems impact and child outcomes using the Cascading Logic Model.
  • Developing annual state reports on the status of assigned initiatives and analysis of statewide data from early childhood special education activities as outlined in the Washington ESSA Plan.
  • This position also provides consultation and technical assistance related to early learning and systems analysis to the Washington Integrated System of Monitoring (WISM) work group for integrated special education monitoring services statewide.

    Key Responsibilities

  • Represent the interests of regions and local districts on early childhood special education / IDEA Section 619 issues at the state level.
  • Identify and implement evidence-based, high-leverage early childhood practices that promote quality services for children birth through Grade 3 and their families.
  • Provide universal, targeted, and intensive technical assistance to strengthen leadership in early childhood special education at local, regional, state, and national levels.
  • Engage in evaluating and improving family engagement in system-wide early childhood initiatives.
  • Collaborate with other state agencies and partners to identify cross-sector braided funding strategies in line with the ESSA Plan.
  • Use qualitative and quantitative data to identify fiscal and human resource needs for system implementation and oversight of services (e.g., personnel, data systems, monitoring, quality standards, finance).
  • Assist Educational Service Districts and local districts to problem-solve and address fiscal, human resource, and instructional challenges to support priorities from agency leadership.
  • Promote clear communication and collaboration among IDEA Part C and Part B stakeholders and collaborate across divisions within the State Education Agency.
  • Write or contribute to final reports of monitoring reviews for WISM districts.
  • Serve as OSPI liaison to an assigned Education Service District to provide support and technical assistance related to identification and services for students with disabilities.
  • Compile data / narratives for State Performance Plan submissions and Annual Performance Reports as needed.
  • Verify and monitor compliance and district performance with improvement and corrective action plans as assigned.
  • Perform other duties as assigned by the Assistant Superintendent / Executive Director of Special Education.
  • Qualifications

    Required

  • Bachelor's degree in special education or a related early childhood field.
  • Three or more years' experience in early childhood special education at the local, regional, or state level.
  • Desired

  • Master's degree in special education or related field.
  • Four years of administrative experience in special education at local, state, or federal level, or an equivalent combination of education and experience.
  • Experience with diverse and underserved populations.
  • Excellent verbal and written communication skills.
  • Teamwork, collaboration, customer service, and strong work ethic.
  • Self-management and effective time use in a diverse environment.
  • Compensation

    The annual compensation is $80,870 - $95,147 per year and depends on experience and qualifications. Geographic differentials may apply based on work location. OSPI offers a comprehensive benefits package including health, dental, life insurance, retirement, and an optional deferred compensation program.
