Job description

Division Of Family Services Leadership

Exempt; full-time; 40 hours per week; Monday - Friday; 8 : 00 a.m. - 5 : 00 p.m.; full benefits This professional leadership position within the Division of Family Services (DFS) under the direction of the Division Director is responsible for oversight of division operations, including fiscal management, strategic planning, and organizational leadership. This position requires advanced analytical skills to implement initiatives that enhance efficiency, strengthen communication, and support the Division's mission. This position oversees the Frederick County Local Management Board (LMB). Through the LMB and community partners, DFS is responsible for building, coordinating, and managing a collaborative, outcome-based system of services and resources for children, youth, and families in Frederick County using an equity lens to address disparities. Supervision is given to professional and fiscal staff. Supervision is received from the Division Director of Family Services. NOTE : The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

The qualifications / requirements, knowledge / skills / abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Bachelor's degree in Human Services, Finance, Business Administration, Public Administration, Management, or a related field
  • Minimum 8 years related human services work experience that must include the following (experience items may be concurrent) :
  • Minimum 5 years budget preparation and fiscal work experience
  • Minimum 3 years work experience in the management or administration of grant programs
  • Minimum 3 years human services program work experience in providing services for children, youth and families or a closely-related program
  • Minimum 2 years supervisory work experience
  • Intermediate skill in the use of Microsoft 365
  • KNOWLEDGE, SKILLS AND ABILITIES :

  • Advanced knowledge of local community resources related to prevention and early intervention services for children, youth, and families
  • Advanced knowledge of accounting, budgeting, procurement laws and regulations
  • Intermediate skills in the use of Microsoft 365, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required
  • Advanced skills in analyzing budget to actual, identifying variances and resolving discrepancies
  • Intermediate skill in managing projects and coordinating cross-department budget activities
  • Ability to effectively administer various functions ensuring the Division of Family Services maintains full compliance with all applicable County, State, and Federal requirements
  • Ability to effectively develop and execute budgets with multiple revenue sources
  • Ability to effectively plan, direct and supervise the work of others
  • Ability to accurately and effectively review, interpret, and apply information from statistical reports, data and other sources
  • Ability to effectively lead strategic planning and evaluation processes
  • Ability to effectively oversee a human services program
  • Ability to effectively monitor and evaluate a variety of children, youth and family programs
  • Ability to work collaboratively as a leader, bring multiple players into the conversation, and achieve consensus
  • PREFERENCE MAY BE GIVEN FOR :

  • A related Master's degree
  • Local government work experience
  • Work experience writing grants
  • PHYSICAL REQUIREMENTS / WORKING CONDITIONS :

  • While working in this position, the employee is required to frequently sit and perform repetitive motions; and occasionally walk, and drive
  • While working in this position, the employee is required to constantly work indoors
  • Ability to provide own transportation to other locations, as needed

    Available for varied working days and hours, as needed
