POSITION SUMMARY :

To provide administrative leadership, direction, and support of assigned programs to ensure the fiscal responsibility, technical reporting, an effectiveness of quality services and supports administered through The Arc Fresno / Madera Counties Adult Day and Community Integration Programs.

To uphold and foster the mission, vision, and values.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

To recruit, hire, train, review performance, and discipline assigned Program Managers.

To coach and mentor Program Managers as they recruit, hire, train, review, and discipline their staff.

To uphold the lateral values inherent in a coaching culture, always striving to develop employees through consistent feedback, encouragement, and consequences.

To provide exemplary and consistent communication, both verbally and in written form, to staff, vendors, stakeholders, and peers.

To oversee and coordinate, as necessary the delivery of quality services in the area of :

  • Case record management, including delivery of Case Manager training and oversight of all CM procedures.
  • New employee orientation and training.
  • Implementation of Individualized Service Plans (ISP), Individualized Habilitation Component (IHC), and Interdisciplinary Team (IDT) meetings.
  • Transportation, specifically efficient use of routes and funds.
  • Proactive training of clients.
  • Curriculum development, revision, and implementation.
  • Relationships with stakeholders and vendors.
  • Program development.
  • Consistent adherence and implementation of the Shift Happens Philosophy and Basic Principles of a Collaborative Workplace.

To develop, implement, and monitor with each assigned Program Manager :

  • Annual individual program fiscal budgets (with the Director of Finance).
  • Review of program designs every two years.
  • Develop Program goals and objectives and ensure proper implementation at Program sites.
  • Oversees and supervises behavioral services and restricted healthcare.
  • Monthly review of each Program’s profit and loss with Executive Director.

To regularly hold and keep written records of Case Manager Meetings.

To ensure that all licensing and funding source requirements are met and appropriate reports are submitted to regulatory / referral agencies including, but not limited to : Community Care Licensing, Central Valley Regional Center, Department of Developmental Services, Title 17, and Title 22.

Will participate in discussions with Leadership Team to develop, implement, and monitor all of The Arc Fresno / Madera Counties’ written policies and procedures.

Will create, update, and review standardized training, Case Manager training, and new employee orientation / training for Programs directed.

Will continuously expand knowledge of current industry philosophies, laws, regulations, standards, policies, procedures, et cetera that affects the field of developmental disabilities through reading of periodicals, reports, newsletters, journals, et cetera.

Will regularly represent The Arc Fresno / Madera Counties at monthly Board of Directors meetings, fundraisers, community meetings, conferences, media events, Agency in-house functions, et cetera.

Responsible for continuous and ongoing communication with Executive Director as to the status of effectively complying with the above-mentioned job description duties.

Responsible for oversight of building maintenance issues for all Program sites under his / her command.

Conduct quarterly PSR reviews and review PSR results with Program Managers and updates tools as necessary.

Performs other duties as requested.

EDUCATION AND / OR EXPERIENCE :

Bachelor’s Degree (B.A.) form a four-year college or university in Rehabilitation or Social Services and / or three to five years of experience in disability services management.

A Master’s Degree is preferred.

LANGUAGE SKILLS :

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of Program Managers, clients, customers, and the general public.

REASONING ABILITY :

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS :

Must possess valid California Driver’s License, auto insurance and clean DMV records. Must also have reliable transportation.

OTHER SKILLS :

Must have experience with a variety of PC software applications including word processing, spreadsheets, and presentation.

Must be highly organized and detail oriented.
