Overview
The BEST Program Data Engineer & Reporting Developer will work with the BEST Program staff, agency business and technical SMEs, and the solution system integrator and product vendor to modernize reporting systems by migrating from legacy platforms to a Snowflake-based cloud architecture. The role focuses on reengineering and optimizing reporting data pipelines, ensuring data availability, and enabling advanced reporting capabilities within Snowflake.
The Data Engineer & Reporting Developer will collaborate with the BEST Senior Data Architect to lead the migration of reporting solutions from legacy platforms (e.g., Oracle, SQL Server, AWS Redshift) to Snowflake; transform legacy queries and procedures; analyze data structures and map data elements in Snowflake; perform schema reconciliation and data conversion. This role will onboard CTR users to the Snowflake instance, establish role-based access policies and data masking rules for data security and privacy, and optimize SQL queries for performance following best practices.
Work with business stakeholders and the system integrator / product vendor to identify opportunities to improve data availability for reporting and analytics, document implementation options, and coordinate with Commonwealth data engineering resources.

Responsibilities
Design and implement migration strategies from legacy reporting solutions to Snowflake.Collaborate with subject matter experts to understand report purpose, usage, and business logic.Analyze Oracle data structures, data quality rules, and map data elements to Snowflake.Convert Oracle SQL, data types, and stored procedures to Snowflake equivalents.Validate data integrity between Oracle and Snowflake; identify and resolve discrepancies.Implement security measures in Snowflake (role-based access control, data masking, encryption).Create and maintain documentation for data models, reports, and Snowflake configurations.Optimize Snowflake performance, storage, and query efficiency.Qualifications
Bachelor's degree in computer science, information systems, or a related field, or equivalent experience.Minimum 5 years of experience in database development, business intelligence / reporting, and data warehousing.Strong understanding of Oracle and Snowflake concepts : data modeling, SQL, stored procedures, data types.Hands-on Snowflake experience : data modeling, performance tuning, and RBAC.Proficiency with reporting tools (e.g., Power BI, Excel integrations, ODBC / JDBC).Knowledge of ETL tools (e.g., Informatica) is a plus.Experience migrating reporting workloads from on-premise / legacy systems to cloud.Solid understanding of BI tooling and Snowflake integration.Familiarity with AWS Redshift is a plus; familiarity with Snowflake features : Snowflake Data Sharing, Snow Pipe, Snowpark.Security / privacy : role-based access, data masking, encryption; experience with data security best practices.Strong problem-solving and documentation skills.Preferred Qualifications
