Wyoming Air National Guard's 153d Aircraft Maintenance Operations Flight
This position is located within the Wyoming Air National Guard's 153d Aircraft Maintenance Operations Flight. The incumbent is responsible for accomplishing budget formulations, trend analysis, and execution evaluations of all Maintenance funding requirements. The primary purpose is to provide analysis for readiness and budgets maintained within Maintenance and is three-fold : (1) Manage the operating budgets for the 153d Air Base Group; (2) Manage the Wing's Aviation Petroleum, Oil & Lubrication (AVPOL) program which involves the performance of the Wing Refueling Document Control Officer responsibilities; (3) Manage the maintenance manning document to ensure Unit Type Codes (UTC) are correct for deployment purposes; and (4) Provide support to the supply functions within the Group. Requires knowledge of budgetary policies, precedents, procedures and regulations issued by the Department of the Air Force (DAF), the Air National Guard (ANG), the National Guard Bureau (NGB) and the 153d Airlift Wing which apply to all phases of the budget process (i.e. formulation, justification, and execution) along with skill in applying the principles, practices, and methods of budget execution to determine whether funds are being obligated and expended in accordance with goals and objectives of the annual financial plan.

Incumbent must be able to obtain and maintain an appropriate clearance level. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May be required to work other than normal duty hours to include evenings, weekends, and / or holidays. Shift work and compensation time may be required. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed calendar days per year unless otherwise approved in advance by TAG. Certification Level 2 : THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent is required to comply with all Department of Defense and Department of the Air Force requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Referrals of qualified applicants will be issued as follows : Area 1 : Permanent and indefinite Wyoming Air National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within 153 MOF. Area 2 : Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air / Army National Guard. Area 3 : Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4 : Currently serving and former Active Guard / Reserve (AGR), and M-Day / Drill Status Guard (DSG) members of the National Guard. This provision is intended to boost the candidate pool to reach more qualified candidates and place DSG / M-Day personnel on par with currently serving civilian personnel.
Upon acceptance of this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s / he occupies the position. MINIMUM QUALIFICATION REQUIREMENTS : Must possess experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; must possess knowledge of the National Guard organizational structures, functions, procedures, and techniques; and must possess experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS : Must possess at least 1-year specialized experience, education, or training equivalent to at least the next lower grade level (GS-07). Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.

TIME-IN-GRADE : Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Knowledge and skill include determining whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget as well as determining whether estimates of funding needs and requests for allotments are in line with program plans and work methods.
FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT : Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case, he / she must complete the certification in the original 2-year period.
