The Advisory Board of the Montachusett Regional Transit Authority (MART) invites applications for the position of Administrator. MART is a quasi-public authority serving twenty-five communities in north central Massachusetts. MART currently provides fixed route, paratransit and Council on Aging transportation services, as well as managing an extensive human service transportation brokerage services contract for the Executive Office of Health and Human Services. The Administrator is the agency’s Chief Executive Officer. The Administrator is responsible for providing overall leadership and effective management of the agency within the policies and directives of the Federal Transit Administration, Massachusetts DOT, Massachusetts EOHHS and MART’s Advisory Board.

Candidates are required to have considerable transit industry and business management experience. Ten years of progressively responsible transit industry management experience is required with at least four years of experience at the senior management level. The position requires a minimum of a bachelor’s degree in business administration, transportation / transportation planning, public administration or related fields.

Supervisory Responsibilities :

Oversees all MART operations including; management, directives, reviewing performance of all departments and managers, projects, programs and services to ensure satisfactory performance, providing optimum efficiency and maintains MART projects, goals and objectives as required under M.G.L. Chapter 161B and all applicable U.S. DOT / FTA regulations and statutes.

Position Summary :

The Administrator serves as the Chief Executive Officer (CEO) of MART and is employed by and serves at the pleasure of the MART Advisory Board. The Administrator is responsible for MART’s total operation including all expenditures, as well as securing the necessary revenue to sustain transit and brokerage operations of approximately $200 million annually. Ensures optimum public transportation is provided and maintains compliance with federal, state and local laws and regulations. Overall responsibility for all aspects of authority including management, finance, human resources, procurement, contracting, planning and operations. The Administrator has the authority to carry out all responsibilities in accordance with Chapter 161B of the Massachusetts General Laws.

As MART’s Administrator, the Accountable Executive has the authority to control and direct the human and capital resources needed to develop and maintain both the agency's Public Transportation Agency Safety Plan, in accordance with 49 U.S.C. 5329(d), and the agency's Transit Asset Management Plan in accordance with 49 U.S.C. 5326.

The responsibilities of the Accountable Executive include :

  • Controlling and directing human and capital resources needed to develop and maintain the ASP and SMS
  • Designating and overseeing an adequately trained Chief Safety Officer who is a direct report
  • Ensuring that the SMS is effectively implemented
  • Essential Functions / Position Responsibilities :

  • Prepares and submits annual budgets and required reports to the Advisory Board for approval in compliance with M.G.L. Chapter 161B
  • Provides information to and receives directives from the Advisory Board
  • Directs the operational management of MART senior Staff, transportation facilities, property and equipment providing policy directives and oversees development, negotiation, award and management of all MART contracts for services and projects, and is the primary signatory for financial documents, contracts and checks
  • Serves as the primary representative and spokesperson for the authority and executes all public relations assuring the organization, its programs and services are consistently presented in a strong, positive public image
  • Develops and monitors strategies for ensuring the long-term financial stability of the Authority
  • Responsible for coordination and supervision of all capital improvement projects and procurement, as well as operational and administrative functions
  • Prepares annual budgets and secures funding for the operations of MART, oversees and provides policy directives and guidance to the Deputy Administrator and / or Chief Financial Officer on all financial matters, budgets, cash flow, capital funding, local assessments and audit requirements
  • Oversees MART federal and state funded projects, capital projects, funding requirements, capital equipment, procurement and inventory
  • Employs staffing and managers to effectively serve the Authority including oversight of the activities and performance of all staff including succession planning for future leadership positions
  • Resolves all organization and operational issues, conflicts and disputes. Evaluates and implements measures to solve problems, improve performance and increase efficiencies
  • Oversees design, delivery and quality of all programs and services
  • Collects, analyzes and evaluates data and information to assess the success of the Authority’s program efforts and refines / modifies program as necessary to maintain optimum effectiveness
  • Oversees internal and external organizational and operational reporting, following established federal and state reporting guidelines, procedures and systems
  • Prepares agendas for and coordinates reporting to the Advisory Board for discussion, deliberation, and establishment of policy directives
  • Implements, revises, repeals and appends MART by-laws, rules, regulations and resolutions. Establishes penalties for violations of same
  • Liaison with legal advisor(s), local elected officials and State / Federal legislators
  • Serves on various committees and boards
  • Oversees federal and state grant applications and management, as well as all related oversight functions
  • Responsible for hiring and dismissal of all MART staff
  • When duties and responsibilities change, the employee may be asked to perform other duties as required as business needs dictate. Employees are required to identify any changes in their job duties since the descriptions were last reviewed. Additionally, MART may ask that employees conduct a review of their position as part of the performance-evaluation process.

    Qualifications :

  • Master’s Degree and five (5) years’ experience or Bachelor’s Degree and ten (10) years’ experience in business administration, public administration, as well as transit and human service brokerage transportation experience determined to be sufficient by the Advisory Board
  • Five (5) years minimum of demonstrated history of responsible public transit and brokered human service transportation management with budget responsibility of up to $200 million including significant experience building community relationships and innovative partnerships with public transit stakeholders, human service agencies and the general public
  • Extensive experience in planning, designing and managing public transit projects, securing funding and working collaboratively with local, state and federal appointed and elected officials
  • Extensive knowledge of FTA grant funding and oversight rules, regulations and statutes, NTD reporting requirements, as well as MassDOT funding oversight and reporting requirements for public transit
  • Extensive knowledge and experience in directing the management, cost-effectiveness and financial sustainability of a large human service transportation brokerage operation including capitated rate revenue and capped rate management fee models
  • Ability to communicate effectively both orally and in writing w / government agencies and representatives, appointed and elected local, state and federal officials, MART employees and the general public
  • High level of confidentiality, discretion, diplomacy and good judgment
  • Valid Unrestricted Driver’s License or reliable means of transportation is required

  • Able to conceptualize and develop goals, objectives, guidelines, and procedures for the Finance Department leading to the success of the operations, programs and services of MART
