The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Economic Self Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.
Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating government assistance fraud or misuse regarding the SNAP (Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.
This is a full-time position working 40 hours per week. Business hours are 8 : 00 am - 5 : 00 pm EST, Monday - Friday. The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.
Minimum Qualifications :
- Must be a current Florida Department of Children and Families (DCF) Economic Self Sufficiency (ESS) employee.
- Must have 1 or more years of State supervisory experience managing at least two levels of staff, including both direct and indirect reports.
- Must have a valid State-issued driver's license.
- Must have the willingness and ability to travel, including overnight stays.
- Must have at least 2 years (24 months) of ESS public assistance eligibility or program policy experience.
Preference will be given to candidates with the following :
2 years (24 months) of experience working for DCF reviewing ESS administrative and program policies, procedures, guidelines and related directive, evaluating operations, or identifying potential problems and made recommendations for improvement.2 years (24 months) of experience leading, planning, and monitoring effective implementation strategies for large ESS projects such as regional and statewide Corrective Action Plans.2 years (24 months) of experience using high level skills to organize and communicate verbally and in writing.5 or more years of experience working in the Florida DCF ESS program determining eligibility or policy applications for any of the public assistance programs (Food Assistance, Temporary Cash Assistance, Medicaid, or Refugee Assistance).Experience working in the Office of Public Benefits Integrity, Benefit Recovery Unit.Job Duties and Responsibilities :
This is a Select Exempt Service (SES) position. This is a professional position responsible for supervising and training employees of the OPBI, Benefit Recovery (BR) Program within the Economic Self Sufficiency (ESS) Program. The incumbent primarily spends the majority of their time leading, communicating with, motivating, training, and evaluating employees, planning and directing their work. The incumbent has the authority to hire, transfer, suspend, terminate, promote, or discipline subordinates. The incumbent must have expertise in the use of the computer systems and have detailed knowledge of the rules and regulations governing the BR Program. The person occupying this position works to ensure the BR is administered in conformity with federal, and state policies. Duties include assisting in fraud investigations and provides support in the recovery of funds lost due to waste, fraud, or abuse.
