POSITION SUMMARY

The Director of Development Services is a trusted leader who ensures that all aspects of development, planning, permitting, and development code compliance advance the City's vision of improving the community through meaningful service. Serving as both a technical expert and a cultural leader, this position models integrity, collaboration, and ingenuity while guiding a multidisciplinary team. The Director not only manages regulatory processes but also shapes a service culture that builds trust with residents, businesses, and developers. This role requires balancing compliance with creativity, ensuring that every project advances the long-term wellbeing, consistency, and accountability expected of the City Manager's Office.

ESSENTIAL DUTIES

  • Leadership & Culture : Foster a departmental culture rooted in stewardship, ingenuity, and collaboration; coach staff to grow as servant-leaders who value people as much as process.
  • Strategic Alignment : Ensure all planning, zoning, permitting, and enforcement activities reflect the strategic priorities of the City Manager and Council, translating vision into actionable outcomes.
  • Coordinate and facilitate pre-development meetings and guide applications through Planning & Zoning Commission, Historic Preservation Commission, Zoning Board of Adjustment, Building and Standards Commission, and City Council review processes.
  • Community Experience : Champion a resident- and business-friendly approach by improving review processes, removing barriers, and providing clarity and consistency across the development journey.
  • Innovation & Process Improvement : Advance continuous improvement initiatives, including digital permitting platforms and streamlined workflows, to enhance efficiency and accountability.
  • Interdepartmental Coordination : Serve as a connector across departments, proactively surfacing cross-cutting challenges and facilitating collaborative solutions.
  • Professional Standards : Uphold technical excellence in code application, map maintenance, plan review, and inspections, while also investing in staff professional growth and development.
  • Council & Executive Support : Provide high-level, clear, and context-rich reports and presentations that strengthen decision-making and reinforce confidence in city operations.
  • Fiscal & Contract Oversight : Manage budgets, contracts, and third-party providers with transparency and stewardship, ensuring resources are used effectively to deliver community value.
  • Perform other duties as assigned.

KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge of City and State of Texas development regulations
  • Knowledge of City codes and City maps
  • Skilled in verbal and written communication
  • Skilled in tactful dealings with the public, City Council, co-workers, and vendors
  • Ability to manage a diverse team
  • EDUCATION, LICENSES, EXPERIENCE & CERTIFICATIONS

    Bachelor's degree from an accredited college or university in a related field

    Ten (10) years of experience in planning and development

    Minimum of three (5) years of supervisory experience.

    American Institute of Certified Planners (AICP) required.

    PHYSICAL DEMANDS

    This position is primarily sedentary, requiring an individual to sit at a desk for long periods of time, working on a computer.

    Must be able to stand, sit, stoop, bend, walk, speak, hear, reach and see.

    Must be able to lift up to 20 lbs.
