Construction Inspector
Otay Water District is seeking a Construction Inspector. The salary range is $40.05 - $55.19 hourly. The position is located in San Diego, CA and is a full-time regular job.
This position may be appointed at either level depending upon qualifications and experience. The Construction Inspector is part of the Engineering Department and reports directly to the Field Services Manager. This position is a part of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels. The position performs field inspection of construction work related to water, recycled water, and wastewater systems for compliance with approved plans, specifications, District rules and regulations.
Both levels include accepting, rejecting, observing, and reporting on the installation of District equipment and facilities; coordinating projects with the District's Operations Department, contractor, and Project Manager; advising the contractor regarding work or materials that deviate from plans and specifications and reporting discrepancies to supervisor; reviewing survey data to assure line, grade, and locations have been properly established and followed by contractors; reporting possible violations of traffic control, trench shoring, CAL / OSHA, and other safety regulations at job sites; maintaining records of inspection activities performed including red-line drawings; improving work processes and writing guidelines to document processes; preparing daily and monthly typed reports; facilitating required testing; reporting testing results to developers, contractors, and required District staff; operating District vehicles in a safe and courteous manner; conducting project pre-construction meetings for CIP and developer projects; plan checks and inspects developer projects ensuring compliance with the plans, specifications, Code of Ordinances, and District Standards; providing quality control review of contracted plan reviews; recommending substantial completion acceptance and final acceptance of the project; identifying and recommending opportunities for improvement; participating, providing recommendations, preparing documents for, and attending SDWAS meetings as directed; and assisting with construction project budget preparation, inspection estimates, budget maintenance and revisions.
Additionally, the Construction Inspector II may assist with overseeing various tests on pipelines and other facilities; verifying progress pay estimates and change orders; and inspecting all sizes and types of water, wastewater, recycled water facility, and pipeline construction projects.
Both levels require a valid California Class C Driver's License and safe driving record. Construction Inspector I requires a State of California Water Resources Control Board Water Distribution Operator Grade 1, and a valid Cross Connection Control Specialist Certificate issued by the American Water Works Association or American Backflow Prevention Association, within two years of hire date. Construction Inspector II requires a State of California Water Resources Control Board Water Distribution Operator Grade 2, and a valid Cross Connection Control Specialist Certificate issued by the American Water Works Association or American Backflow Prevention Association, within two years of hire date.
Construction Inspector I experience requires one year of journey-level experience in inspection, preferably of infrastructures, or two years of construction work experience, including interpreting construction plans and specifications of infrastructure / facilities, preferably of potable water, recycled water, or wastewater systems. Construction Inspector II experience requires two years of journey-level experience inspecting and documenting the construction of infrastructures / facilities preferably in the area of potable water, recycled water, and wastewater.
High School diploma or G.E.D. An Associates Degree in a related field is desirable. This position will be subject to random drug testing during employment. This is an hourly, non-exempt position. Otay Water District is a Smoking, Tobacco and Nicotine Free Campus. All Otay Water District employees are at-will pursuant to California Water Code, Section 71362.
