Make an Impact as a Texas Rising Star Program Manager
Texas Rising Star (TRS) is the quality rating and improvement system for the state of Texas. ChildCareGroup’s Texas Rising Star (TRS) Program Manager will lead all activities to recruit and retain early childhood / childcare providers in the Texas Rising Star quality program in Dallas County. Roles and responsibilities include developing, implementing, and evaluating program policies, procedures, and standards; determining program service levels and enhancements; providing technical advice to staff, other departments, and other agencies. The Manager will work closely with internal staff, Workforce Solutions Greater Dallas staff, childcare providers, and community agencies.

Responsibilities and Essential Job Functions
- Implements Texas Rising Star (TRS) program according to guidelines established by the Texas Workforce Commission and Workforce Solutions Greater Dallas. Develops and implements internal systems and procedures to meet program requirements.
- Develops and directs the implementation of goals, objectives, and benchmarks for the TRS program and staff. Tracks progress towards goals and staff benchmarks.
- Develops written communication for early childhood programs on the TRS program.
- Creates an annual statement of work that includes processes, recruitment plans, and timelines for increasing TRS participation. Creates a budget for recruitment activities and program materials.
- Research and develop new and innovative strategies to meet program goals and assist childcare providers in achieving and maintaining TRS certification.
- Analyzes childcare provider and family population to determine areas where quality childcare is needed. Develops TRS recruitment strategy and materials.
- Communicates program status and deliverables with leadership.
- Prepares and presents reports for management and funders monthly, quarterly, and annually, as needed.
- Cultivates and manages various community partnerships with other organizations, agencies, and partners. that contribute to the success of early childhood programs.
- Attends community meetings and events.
- This is a full-time, on-site position.
- Other duties as assigned.
Education and Experience
Bachelor’s degree in early childhood education, Child Development, or closely related field, or proven experience equivalent to bachelor’s degree with major coursework related to the area of assignment and three years of experience within or related to the program assignment; or a combination of education and professional experience sufficient to successfully perform the essential duties of the job as listed above.Minimum 3 years’ experience working in early childhood education programs, working with adult learners and diverse client populations.Minimum 2 years’ experience in program and project management, with comprehensive working knowledge of non-profit, government, or workforce program concepts, practices, and procedures preferred.Excellent communication skills; written and verbal.Experience working with quality improvement programs with a strength-based approach.Knowledge, understanding, and experience with quality rating tools such as Texas Rising Star and CLASS.Demonstrated ability to lead, motivate, and supervise teams.Ability to work collaboratively with others at all levels of an organization and work cooperatively as part of a team with colleagues and staff from different agencies.Experience and capacity managing multiple projects and tasks simultaneously.Self-starter and self-motivatedAbility to handle pressure and work in a fast-paced atmosphere.
