Overview
The Treasurer plays an integral role in helping MCU achieve organizational goals and ensuring financial stability by overseeing the credit union’s asset‑liability management program. The Treasurer oversees balance sheet management strategy and operations, including cash management, interest rate and liquidity risk management, investments, capital markets and banking relations and compliance. The Treasurer manages treasury‑related financial reporting and cash management planning and is part of the senior leadership team, reporting directly to the CFO.
Responsibilities
Specific duties include, but are not limited to the following :
Cash and Liquidity Management
- Manage cash flow forecasting, liquidity planning, liquidity ratio analysis and investment strategies.
- Develop cash targets and oversee daily cash positioning activities to support efficient liquidity management.
- Manage excess operating cash to obtain optimum interest revenue.
- Ensure sufficient funds are available to meet ongoing operational and capital investment requirements.
Debt and Capital Management
Oversee the credit union’s borrowing programs with the Federal Home Loan Bank of New York, Federal Reserve and corporate credit unions.Establish and manage non‑member deposit funding programs.Develop strategies to optimize the credit union’s net worth.Maintain strong relationships with lenders and financial institutions.Risk Management
Identify, monitor and mitigate financial risks, including interest rate, liquidity and credit risks.Implement hedging strategies and other financial instruments to manage risk exposures.Ensure compliance with internal policies and regulatory requirements.Investment Management
Manage the credit union’s cash and investment portfolio to maximize returns while maintaining liquidity.Develop and execute investment strategies aligned with the credit union's financial goals.Evaluate and monitor market trends to identify new investment opportunities.Treasury Operations
Oversee relationships with liquidity providers and banking relationships.Leverage tools such as ERP systems, treasury management systems, and data visualization platforms to enhance decision‑making and tracking of KPIs.Drive automation and technology integration to streamline treasury processes.Maintain policies and procedures that impose an adequate level of control over treasury activities and provide support for regulatory reporting.Oversee pricing strategies for loan and deposit products. Analyze market trends, interest rates and competitor offerings to determine competitive and profitable pricing structures.Oversee the credit union’s secondary marketing program, including loan participation purchases and sales. Oversee the portfolio of loan purchases monitoring for performance.Review and ensure application of appropriate internal controls, compliance and financial procedures.Monitor key financial metrics and performance indicators, analyzing trends and identifying areas for improvement or risk mitigation.Collaborate with peers in Accounting & Finance when treasury related expertise is required.Responsible for preparing monthly reporting and analysis for management and board reporting, as well as all ALCO reports.Leadership
Lead the activities of the Asset Liability Committee (ALCO), including overseeing committee meetings, and ensuring compliance with Board policies and regulatory requirements.Lead and monitor the treasury team, fostering a culture of excellence and accountability.Collaborate with the CFO and other senior leaders to align treasury strategies with organizational objectives.Develop and lead revenue enhancement strategies via effective balance sheet management strategies with the credit union’s risk appetite.Provide financial insights and recommendations to support mergers, acquisitions and other strategic initiatives.Serve as the primary liaison for advisory firms engaged by the credit union in support of ALM and Investment strategies.Serve as a key point of contact for regulatory examiners, external and internal auditors in matters pertaining to asset liability management.Perform other related duties as requested and special projects as assigned.
Requirements
Bachelor’s degree in Finance, Accounting, or a related field; MBA or CPA preferred.7+ years of progressive experience in treasury, with a minimum of 5 years in a senior treasury leadership position at a similarly sized bank or credit union.In‑depth knowledge of asset‑liability management principles, planning systems, and stress testing methodologies.Strong understanding of bank accounting concepts and GAAP, with the ability to interpret and apply regulatory guidelines effectively.Excellent analytical skills and attention to detail, with the ability to analyze complex financial data and draw actionable insights.Proven leadership abilities, with experience managing teams and driving results in a collaborative environment.Exceptional communication and interpersonal skills, with the ability to articulate financial concepts to diverse audiences and influence decision‑making processes.Strategic mindset and forward‑thinking approach, with the ability to anticipate challenges and develop proactive solutions.Demonstrated success in planning, organizing, leading people and activities.
