Captain, Bureau of Operations

The Division of ADM / Operations-Health Police is looking to fill the position of Captain. This is an integral position in Health Police as it entails overseeing the entire unit in the absence of the Chief of Police, and the Deputy Chief. The captain must ensure the unit provides safety and security management for the entire Agency and must be able to lead a team to implement every facet of employee safety. The position also entails being able to handle administrative roles and work in collaboration with the Lieutenants, Sergeants, and officers. This is a very demanding position which requires 24 / 7 availability. As the Captain you will be reporting directly to the Deputy Chief and The Chief and assist with all day-to-day operations of Health Police, as well as be responsible for the entire unit while the Deputy Chief and the Chief is out of the office. You will be tasked with entire process of assisting with hiring, training, and disciplinary actions of every officer in Health Police. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO : Maintain a professional behavior in dealing with Agency employees and members of the public. Supports teamwork, creative problem solving, and staff development within the Health Police Unit. Assign patrols and other work to Health Police Officers and contract guards, visits each site under jurisdiction to review daily security logbook, investigate incidents where occurred, assigns site security surveys, and follow-up surveys. Review incident reports. MOS' schedules are assigned for new officers. Review Post Orders for the Officers and for the 24 / 7 locations. Conduct site visits to inspect Officers and review logbooks when requested by the Deputy Chiefs and the Chief of Police. Submit weekly reports of past week's schedule and findings to Deputy Chief and the Chief. Counsels' officers regarding uniform deficiencies in a clear and easily understood fashion. In the absence of a sergeant, drafts evaluation on MOS and reviews it prior to being issued to the MOS. Individual performance evaluation conferences are conducted with each performance report and the employee is guided in developing a plan for improvement when corrective action is needed. Hold staff meetings to train sergeants and contract guards in new procedures and / or job skills, as needed. Orients new employees to unit rules, agency policies, and procedures. Responsible for all police operations, citywide, assigned supervision. Perform duty in uniform, equipped with citywide radio and agency city phone. Document daily activity, site visits, etc., and notifies Command of site conditions. Submits to Command status reports on : a. Visit to facilities and supervision of sergeants b. Observations and corrective action taken. c. Major incidents or unusual occurrences d. Radio calls / assignments responded to e. Recommendations to improve security / police services. - Supervise all personnel performing duty and special details / assignments and oversees their progress. Responds to major incidents or unusual occurrences. Visit all facilities when performing patrol duties. Inspect and sign logbook of all sites visited. - Review and approve the re-assignment of extra personnel to other locations for the tour to ensure adequate security coverage, when necessary. Personally, confer with sergeants regarding arrests and summonses issued during tour and verify all such enforcement actions prior to processing. Supervise and review the preparation of required agency reports involving workers compensation injuries and vehicle accidents involving agency vehicles and deliver them to Command prior to completion of tour of duty. Reviews camera footage and layout to ensure that if any repairs are needed, a vendor is obtained. - Review patrol sheets submitted to ensure proper documentation of patrols and findings. - Submit service request tickets where needed to ensure repairs are done. - Run access reports when requested by the Employee Law Unit. - Ensure adequate coverage is put in place when site sergeant is absent. - Request contracted security, when needed. - Address all issues pertaining to contracted guards by gathering information and discussing matters with contracted guard's supervisor / Command. - Corresponds with contract guard's supervisor in reviewing camera footage for field locations and addresses any issues Health Police is having with the contracting security coverage. Generate incident reports when employees report items lost / stolen. - Release keys lost and found items, and releases items that have been retrieved from clipped lockers at Command. - Receive and review incident reports to ensure that they are accurate, and all information has been properly documented from assigned officers and / or sergeants. Corrected incident reports are scanned and emailed back to the sergeant / officer for corrections. Once corrections have been made, the reports are submitted and reviewed again. - Follow up is done with the sergeant and / or officer to obtain missing reports. - Generate employee evaluation for assigned MOS. Review submitted evaluations from sergeants regarding their direct reports' work performance. Make necessary corrections and scan / email corrections to sergeant for review. Once corrections have been completed, review the updated evaluations, sign and resubmit to sergeants for release to MOS. - Review and finalize submitted timesheets to ensure payment of hours worked by direct reports. - Perform follow ups to ensure timesheet documentation for absence(s) is submitted. - Should a sergeant be on an approved leave, ensure that all their direct reports' timesheets are submitted and final approved. All issues related to timesheets should be addressed. - Attend Health Police hiring pools to assist in selecting potential Health Police candidates.

PREFERRED SKILLS : Experience with / in : - Emergency Management Planning; Principles and Practices of Incident Command Systems and Structures - Electronic security, including system design, project management and installation oversight - Infrastructure protection physical security system design, procurement, project management and contractual process. - At least 5 years of prior managerial experience in combination of the following areas : human resources management or personnel administration, public administration, budget, or financial administration.

Qualifications : A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of fulltime satisfactory experience in the field of law enforcement, protection or security. Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment. For Assignment To Assignment Level II : A. One year of experience as a Supervising Special Officer-Assignment Level I; or B. In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection or security in a supervisory capacity. For Assignment to Assignment Level III : A. Two years of experience as a Supervising Special Officer; or B. In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection or security,
