MINIMUM QUALIFICATIONS

Bachelor's degree in Human Resources, Public Administration, Education, Organizational Development, or a related field. At least seven (7) years of progressive experience in HR, training, or employee development, including three (3) years in a supervisory role.

POSITION SUMMARY

The Training and Compliance Division Director is responsible for overseeing the design, implementation, and administration of employee training, compliance education, and workforce development programs, to include internship, mentorships, and similar programs, for the Clerk of the Court and Comptroller (COCC). This position ensures that all mandatory and professional training programs meet legal requirements, promote workforce development, and support the COCC's strategic goals. The role manages staff responsible for administering and implementing learning systems, developing, and conducting New Employee Orientation, supervisory training, and policy-based compliance courses, among others.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Develop and manage employee training initiatives, including in-person, virtual, and self-paced formats.
• Facilitate New Employee Orientation and develop onboarding content in alignment with department needs.
• Oversee the COCC's compliance training requirements and ensure accurate tracking of completion.
• Conduct needs assessments and support succession planning and career path development.
• Design and manage the internal Learning Library and maintain training records in HRIS or LMS systems.
• Partner with subject matter experts and senior leadership to align training initiatives with strategic goals.
• Remain current on trends in adult learning, professional development, and legal compliance training.
• Prepare and analyze training data to assess effectiveness and report on key performance indicators.
• Designs organization-wide workforce development and pipeline framework and related training for internship, mentorship, and similar programs.
