Public Works Superintendent
With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice. Depending on the complexity of the project and available resources, the Superintendent may oversee a project from start to finish or manage any phase in between, including pre-construction planning, construction execution, and final project closeout. This includes managing schedules, budgets, quality assurance, and adherence to all relevant codes, regulations, and contract requirements. Besides project leadership, the position will mentor and guide lower-level staff, sharing knowledge of best practices in public works project delivery from pre-construction through final acceptance. This role requires fostering a collaborative, problem-solving environment and advocating for fair resolutions among all stakeholders.
The ideal candidate will have considerable experience in delivering public works construction projects and effectively managing all activities from design through construction completion while acting as the main liaison between architectural and engineering teams, City facilities staff, and external contractors, ensuring smooth coordination and communication throughout the project. The ideal candidate will ensure projects are completed on time, within budget, and to the City's quality standards, while also contributing to building strong, long-term relationships between the City and its partners.
Under general direction, the Facilities and Real Property Superintendent manages and supervises the acquisition, use, leasing, design, construction, repair, maintenance and disposal of City facilities, real property, and infrastructure including structural, mechanical, electrical, engineering, energy conservation, and third party services and service contracts; manages contractors and consultants; provides technical advice on real property acquisition, construction, remodel and renovations; and assists in developing and administering budgets, policies, procedures and controls; customer service methods and processes.
This management class is responsible for duties that are administrative / managerial in nature. The incumbent provides technical expertise for the division and must possess a strong working knowledge of project management of construction and / or maintenance and / or real estate practices. The incumbent exercises independent judgment and action and only unusual problems are referred to higher level management. Facilities and Real Property Superintendent is distinguished from Facilities Manager in that the latter is responsible for managing a large division in the Department of General Services, while the incumbent serves as a section manager within that division. This class is distinguished from Operations General Supervisor and other first level supervisory classes in that the latter supervise a functional area within the section but serve primarily as first line supervisors rather than as manager for a functional area.
General direction is provided by the Facilities Manager. Responsibilities include direct supervision over lower level supervisory personnel.
Essential Duties And Responsibilities
- Supervises, plans, coordinates, evaluates, and reviews design and construction, and / or repair and maintenance of city facilities and infrastructure, and / or the management of real property assets; supervises, through subordinate supervisors, real property agents, certified right-of way experts, certified appraisers, licensed architects, licensed engineers, planners, program personnel, facility maintenance staff including structural, mechanical, electrical, and construction skilled personnel; ensures proper training of staff; coordinates and supports acquisition, disposal, and leasing of City real property and facilities, office relocations, renovations, remodels, and property management.
- Provides professional and technical staff assistance to the Facilities Manager.
- Manages, negotiates, and supervises service and real estate contracts, contractors, and consultants; reviews work to ensure proper completion and compliance with laws regulations and standards. Represents the City of Sacramento in any associated litigation as needed.
- Manages capital improvement construction projects, deferred maintenance, and grant funding; determines scope for project work and resources, prepares or reviews estimates and feasibility studies; requests allocation of funding; prioritizes projects and manages expenditures; prepare reports on status of facility and real property management and provides customer support through enhanced communication and feedback; provide cost analysis and status of completed and projected work and projects for city departments.
- Reviews laws and proposed legislation and determines impact to programs or projects; remains current on real property market trends and energy conservation and environmental issues and prepares recommendations for conservation measures and policy for City of Sacramento management; prioritizes and manages projects to optimize performance of City assets.
- Responds to politically sensitive issues and refocuses work priorities to meet demands; projects the future dollars needed to replace building systems that require replacement based on life-cycle predictions; communicate facility maintenance and real property management needs and requirements to city management and City Council members.
- Establishes organizational goals, objectives, and priorities for all aspects of facility and real property management; establishes and insures that performance measures support the mission, vision, and goals of this department and the city.
- Manages and / or reviews all capital improvement construction projects within the City of Sacramento; provides input on all components and systems to reduce maintenance costs and enhance sustainability over the life of the facility.

A typical way to obtain the knowledge and abilities would be : Experience : Five years progressively responsible experience in supervising, planning, and scheduling the work of skilled engineers or building construction, maintenance, or real estate personnel, and / or supervisory and project management responsibility. Education : Bachelor's Degree, in public or business administration, architecture, engineering, construction management, economics, real estate, or closely related field. Substitution : Additional qualifying experience may substitute for the education on a year for year basis.
