Financial Examiner / Analyst II

We are seeking to hire a Financial Examiner / Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Program Finance (MPF) and a part of AHCA. This position reports directly to the Bureau Chief of Medicaid Finance.
MPF manages and projects Florida's $33.8 billion Medicaid Services budget, oversees financial reporting of the Agency's contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers. This position is responsible for managing all aspects of the Financial Monitoring contracts. The person is responsible for monthly desktop monitoring that will consist of reviewing the monthly progress reports submitted by the Vendor for each audit assigned, as well as reviewing the monthly invoices submitted to ensure that staff billed, including the rate charged, are in accordance with contractual rates. Monthly invoices will be deposited with the Agency's Financial Department. Monthly expenditures will be tracked to ensure individual audits do not exceed the maximum allowable amounts per contract requirements. Monthly status reports will also be reviewed to ensure sufficient progress is being made for audit completion within 180 days of audit assignment, as required by the contract.
Monitors year-end contract activities : ASR rebate letters to plans, calculates the Federal and State share remittance amount. Monitors financial performance of contracted health plans in the Statewide Medicaid Managed Care program. In this position, the employee will serve as the Agency's primary financial contact for assigned plans, communicating with health plan financial staff, performing financial reviews for NAIC health statements and Achieved Savings Rebate reports, examining solvency, conducting financial statement flux analysis and various ratio analysis. The financial examiner will track and analyze revenue and expenditure patterns and utilization trends for various Medicaid services as provided by the contracted health plans on required financial reports, as well as taking the lead to identify and resolve issues with financial staff at the assigned health insurance plans. Works with other sections and Bureaus to provide data and summaries related to plan financial performance. Provides projections and trend analyses for detecting and analyzing trends and deviations in programs; conducts data analysis activities related to the completion of special analyses, studies, or research projects. Prepares charts, tables, slides and other graphic presentations of data. Performs other duties as assigned. This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

Knowledge of Statutory Accounting Principles (SAP) and GAAP. Knowledge of the methods of compiling and analyzing financial data. Ability to understand, interpret, and apply laws, rules and regulations, policies, and procedures. Ability to investigate, review, analyze, and evaluate financial data. Ability to perform financial analytical reviews and evaluations of audits. Ability to develop various financial reports. Ability to prioritize workload and work independently. Ability to plan, organize, time manage and coordinate work assignments. Advanced Excel and Access skills. Be FCCM certified or get certification before end of probation. Excellent interpersonal, collaborative, verbal, and written communication skills.
Minimum Qualifications Requirements : Three years professional experience related to preparing and reviewing financial statements in accordance with state and federal guidelines. Two years professional experience related to accounting or auditing. Two years detailed knowledge of generally accepted accounting and auditing principles, procedures, and techniques. Two years knowledge of documentation standards and audit requirements incorporating current rules and regulations, federal and state statutes, and standards for auditing. Bachelor's degree from an accredited college or university with a degree in a business-related field such as accounting, mathematics, finance, economics, or statistics strongly preferred. Experience can also be substituted on a year-for-year basis.
Licensure, Certification, or Registration Requirements : Florida Certified Contract Manager highly preferred.
