Job description

Position Title : Payroll Technician I II III

Department : Finance

Location : Juneau

Exemption Status : Non-Exempt

Pay Grade(s) : 7-10

Purpose : Payroll Technicians support the full payroll cycle for Tlingit & Haida by ensuring accurate and timely processing of employee pay benefits deductions and related financial transactions. This position assists with auditing reconciliation reporting records management and customer service to maintain reliable payroll operations and compliance.

Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation :

All Payroll Technicians perform the following core duties :

Payroll Processing & Compliance

Ensure compliance with federal / state regulations policies and labor requirements.

Process calculate and audit payroll transactions (new hires promotions separations retirements).

Review payroll and benefits documents for accuracy coding completeness and compliance.

Record expenditures in the correct month and maintain documentation throughout the payroll cycle.

Enter payroll transactions and update employee information benefits and deductions in HRIS.

Records Auditing & Reporting

Track maintain and audit payroll documents and records.

Support annual external audits by providing requested sample selections.

Maintain confidential records in accordance with payroll requirements.

Employee Support & Training

Respond to employee inquiries regarding payroll benefits and timekeeping.

Provide training on timesheets leave requests and HRIS self-service.

Respond to employment verification requests.

Administrative Support

Interpret and communicate payroll procedures and policies.

Perform filing and recordkeeping duties (timesheets personnel actions withholdings enrollment forms).

Provide backup support to payroll staff as assigned.

Perform other duties as assigned.

TIERED DUTIES AND RESPONSIBILITIES

Payroll Technician I Entry Level

Additional responsibilities include :

Assist with reviewing payroll documents before entry.

Identify basic errors and make corrections under supervision.

Maintain accurate filing and recordkeeping for payroll functions.

Support annual audit requests by gathering files and documentation.

Provide general assistance to employees and departments with routine inquiries.

Payroll Technician II Intermediate Level

Includes all Payroll Technician I duties plus :

Independently update employee benefits and deductions in HRIS.

Conduct more advanced audits of payroll documents and coding.

Provide technical support for HRIS timekeeping functions.

Assist with troubleshooting payroll discrepancies.

Serve as secondary backup to payroll accountants.

Apply broader knowledge of payroll processes and labor regulations.

Payroll Technician III Advanced / Lead-Level

Includes all I & II duties plus :

Review and approve payroll and benefits-related documentation before processing.

Generate payroll reports for management and leadership.

Evaluate payroll processes for efficiency and recommend improvements.

Identify training needs or procedural gaps and recommend solutions.

Assist in developing or updating payroll procedures and workflows.

Provide higher-level technical support and guidance to other payroll staff.

Lead or support specialized payroll tasks (tax forms garnishments complex deductions).

Knowledge Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively :

Knowledge of payroll processes accounting principles benefits administration and labor regulations.

Ability to maintain accurate complete and confidential records.

Proficiency with HRIS systems Microsoft 365 and electronic payroll applications.

Strong attention to detail; excellent accuracy in data entry.

Ability to interpret and communicate laws regulations and policies.

Skill in identifying payroll discrepancies and making corrections.

Excellent verbal written and interpersonal communication skills.

Ability to work in a fast-paced changing environment and manage multiple priorities.

Minimum Qualifications (education experience skills) :

Payroll Technician I

High School Diploma or GED.

One (1) year payroll financial accounting or related experience.

Payroll Technician II

High School Diploma or GED.

Two (2) years payroll financial accounting or related experience.

Payroll Technician III

High School Diploma or GED.

Two (2) years payroll or financial accounting experience demonstrating advanced capability.

Experience working with federal / state tax forms and complex payroll functions preferred.

Preferred Qualifications (education experience skills) :

Associates degree in Accounting or related field.

Additional experience may substitute for education (year-for-year).

Physical Requirements. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job with or without reasonable accommodation :

Work is primarily sedentary in an office setting with routine walking standing bending and lifting up to 40 lbs.

Work Environment. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job :

Some travel will be required on small aircraft or ferry.

Certain positions at Tlingit and Haida may have exposure to certain hazardous materials or conditions. The supervisor will review these if applicable.
