Proposal And Business Development Manager I / II / Sr - ASG
Responsible for supporting the company's established marketing strategies and to initiate, facilitate, compile, write, edit, review, and submit proposal responses for federal and state agencies through the development of proposals, statement of qualifications, client presentations, and marketing collateral. The Proposal Manager I / II / Sr will exhibit and exercise exceptional communications and time management skills to coordinate nation-wide proposal efforts through the collaboration of all operational and support service activities. The Proposal Manager I / II / Sr serves as a central hub for all stakeholders during the proposal, choreographing activities between operations, business development, price teams, shared services, team members, consultants, vendors, customers, and management.
The salary range for this position is $103,637-$175,542 / year, please note this is a tiered position.

Essential Duties And Responsibilities (including but not limited to) :
- Manages proposals (RFP, RFI, SSN) and all deliverables as needed, including determining schedules, assigning work packages, coordinating content submission from writers, and submitting responses on-time, as well as final editing, formatting, and assembly
 - Develops thorough RFP compliance matrix and maintain compliance throughout lifecycle of proposal development
 - Drives proposal efforts to finish, including : Go / No-Go, NDA / teaming, capture of intelligence resources, development, submission follow-up, and debriefing
 - Participates in pre-marketing activities, including intelligence gathering, competitor analysis, and selection panel profiling to define Ahtna solutions and discriminators
 - Compiles and maintains proposal opportunity listing
 - Participates in teaming discussions and arrangements, including selection of teaming partners and key sub-consultants
 - Facilitates strategy / theme development to define Ahtna's competitive solutions and discriminators
 - Assists in the design of marketing collateral such as proposal and covers, organizational charts, resumes, project descriptions, presentations, handouts, etc. requiring technical writing and graphic work
 - Establishes and enforces writing assignments and deadlines
 - Ensures that proposal messages and themes are integrated in proposals and presentations
 - Coordinates and leads color-team reviews of all outgoing competitive proposals for quality and RFP compliance and responsiveness, to include post-review repair and consolidation of volumes
 - Ensures response section are in compliance with the solicitation
 - Oversees final production and submission
 - Coordinates team debriefs on proposal wins and losses
 - Coordinates reviews of all outgoing competitive proposals for quality and RFP compliance and responsiveness
 - Learns and maintains in-depth knowledge of products and services, industry trends, and competition
 - Prepares and maintains templated Past Performance Questionnaires (PPQs) for designated customers
 - Maintains proposal and project information / attributes with a Customer Relationship Management (CRM) database or similar collaborative software application
 - Travels to site visits, industry days, and other events (as directed) to support business development, operational, and individual development needs
 - Performs any other duties as assigned by management
 
Minimum Qualifications :
All levels :
Bachelor's degree in Business or a Business-related disciplineWork experience may substitute education on a 1 : 1 basisExperience with Federal proposal coordination, writing, and leading proposal volumesExperience with leading and coordinating diverse teams from various organizational levels from the prime, subcontractor, and consultant businessesAbility to plan and coordinate proposal resources, including people and schedule and communicate status regularly to company leadership and stakeholdersExperience with working closely with management, operations, and stakeholders in cost and pricing strategies, and alignment of technical, management, staffing, and material strategiesAbility to plan and coordinate proposal resources, including people and schedule, and communicate status regularly to managers and leadershipExperience with defining business development processesKnowledge of federal government procurement process and FAR regulationsExperience with federal RFP structures and SF formatsAbility to edit content from multiple individuals and incorporate data and graphics to produce a professionally prepared and compliant proposalAbility to pass background checks by various Federal Agencies (e.g. DOD, DHS, FAA, etc.) to obtain security accessMust be a US CitizenValid Driver's license with clean driving record, able to drive company vehiclesLevel - I :
Five (5) years of work experience (proposals / marketing / writing experience preferred) with three (3) or more years of experience working as a Proposal Coordinator. Experience should include proposal development and / or marketing experience with at least 3 or more of those years with federal proposal volume and major section development going through the full life cycle of proposal volume development.Level - II :
Seven (7) years of work experience (proposals / marketing / writing experience preferred) with five (5) or more years of experience as a Proposal Manager. Experience should include proposal development and / or marketing experience with at least 5 or more of those years with federal proposal volume and major section development going through the full life cycle of proposal volume development.Level Senior :
Ten (10) years of experience (proposals / marketing / writing experience preferred) with eight (8) or more years of experience as a Proposal Manager. Experience should include proposal development and / or marketing experience with at least 8 or more of those years with federal proposal volume and major section development going through the full life cycle of proposal volume development. Five (5) or more of those years should include leading capture and proposal efforts for sophisticated $100+ million contracts, with many locations, and hundreds of personnelPreferred Qualifications :
