- Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract.

Under a five-year contract, the Facility Requirements Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard MacDill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically, the Facility Requirements Analyst will support the Logistics Directorate (G-4), within the continental United States (CONUS) and outside the continental United States (OCONUS). The G-4 plans and coordinates deployment, sustainment, and redeployment support for Marine Corps forces assigned or attached to CENTCOM. The G-4 works with units and support agencies worldwide to ensure equipment accountability, responsive supply support, distribution efforts and monitors both ground and aviation equipment readiness. The G-4 develops and executes deployment and redeployment strategic movement plans, provides engineering and facilities support, provides operational contract support, coordinates equipment requirements with other service Components and provides adequate basing / life support for deployed Marine Corps forces. The G-4 Supply section maintains the command supply account and oversees the command equipment warehouse as well as ensure theater units receive required supply support.
Responsibilities
Draft policy and plans for management, operations, development and administration of the Command's facility management program for both expeditionary and garrison environmentsDevelop facilities' projects requirements and upon approval of the G4, complete all related tasks through all phases of projectsMaintain historical data and background for program records and archives. Plan, prepare, and execute short and long-range facility management priorities in order to carry out complex multiple facility managementCommunicate expected project results and progress via electronic, multimedia, and verbal communication methodsCoordinate the day-to-day and future operations of the facility management section as well as recommend appropriate changes in the annual operating programAssign personnel that possess full understanding and experience of DoD specific facility requirements, such as physical security, anti-terrorism, force protection, environmental, energy conservation, secure information facilities, and constructionAssist in the planning of financial requirements for all facility operations and current and future projectsDraft requirements and coordinate project management, architectural and engineering services provided by other Service Component staff entities such as the Army Corps of Engineers or Naval Facilities Engineering CommandProvide engineering and logistics planning in support of the Command facilities program as well as provide technical expertise to the Command and subordinate unitsProvide requirement analysis and recommend alternative solutions for programs and projectsInitiate and manage Command requests for support to the installation engineering commandAssist in the management of budgeting and funding of construction projectsCoordinate Facilities Utilization Boards and Operational Planning Teams to ensure the scope of work, legality and beneficial properties of projects are coordinated within the staffLiaise with other service components to coordinate OCONUS projectsAssist in managing a maintenance program for military facilities and installations. These services include planning maintenance activities and developing preventive maintenance programsCoordinate construction and maintenance operations performed by a variety of government and private ContractorsConduct construction and maintenance coordination to include creating or reviewing project plans and specifications for workability, informing Contractors of construction and reporting requirements, and ensuring conformance with project plansCoordinate estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel reinforced concrete, and other type structures), and maintaining appropriate contacts with the organization funding the projectCoordinate developing, managing, and executing short-and long-term budgetary planning required for a diverse facilities program as well as provide technical and administrative support (e.g. budget, staffing, planning, compliance, etc.)Education & Certification

The ideal candidate will be available for travel on less than 24 hours-notice to support personnel recovery and training for forward deployed forces.
