Project Manager II - Wastewater Enterprise Oceanside Treatment Plant - Infrastructure - San Francisco Public Utilities Commission
The Project Manager II is responsible for managing and administering approximately $95M in capital improvement treatment facilities projects in the Westside / Oceanside region of San Francisco, particularly at the Oceanside Water Pollution Control Plant (OSP).
The majority of process buildings at OSP will remain in service for at least another 30-50 years and will require facility and wastewater process improvements to maintain operational reliabilities, improve seismic performance, improve health and safety of staff, and extend useful life.
Role Description
The PM II will lead the efforts to successfully deliver critical treatment facility capital improvement projects at OSP, working closely with numerous internal and external stakeholders, including regulatory compliance agencies.
The PM II will oversee these complex projects, preparing timely project budget / schedule updates, scope analysis, troubleshooting, and analysis of project alternatives.
Essential Functions
- Project Management : Manage project budget, schedule, scope, and quality.
- Project Planning : Development of project Needs Assessment Report, Alternative Analysis Report, and Conceptual Engineering Report documents.
- Environmental Review : Conduct required environmental studies, analyze, and evaluate project alternatives.
- Right of Way / Legal : Provide project lands, land right agreement, land acquisition, and project legal support services.
- Engineering Design : Develop 100% construction documents (plans and specifications) for the project.
- Bid and Award : Provide support to PUC Contracts Administration for bidding, obtain the contract award approval from SFPUC Commission, and obtain construction contract Notice-To-Proceed (NTP).
- Construction : Implementation of the construction contract and tracking associated modifications to cost and schedule of the construction contract.
- Construction Management Support : Provide construction management and oversight inspection support to facilitate project construction.
- Operational Start-Up and Close-Out : Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in financial close-out of the projects.
How To Qualify
Minimum Qualifications :
Bachelor’s degree in architecture, engineering, or planning plus four (4) years of responsible architectural, engineering, project management, or construction management experience in a field directly related to the project.A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project.Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project.California Registration as a professional engineer or architect. ANDTwo additional years of project coordination experience.Desirable Qualifications :
Experience in industrial facilities, heavy utilities, infrastructure sewer and treatment facilities projects in areas of planning, design, and / or construction.Possession of P.E. license in the state of California and the Project Management Professional (PMP) certification from Project Management Institute (PMI) is highly desirable.The City and County of San Francisco encourages women, minorities, and persons with disabilities to apply.
