Position Summary

The Outreach Engagement Coordinator (OEC) in the SSVF Program under the Department of Community Integration Services (CIS) works as part of a multi-disciplinary team serving veterans in the community. The OEC will identify and cultivate relationships with community providers and partners, attend community events to represent SSVF, Develop and implement strategies to engage the community and gather input. The Bridge Engagement Coordinator will plan and execute outreach events, support local VA Stand Downs, and work with community partners across Los Angeles County to plan and execute events. The OEC assists program participants in locating and securing transitional housing (i.e., shelter, GPD) as quickly as possible and simultaneously connects the participant with an SSVF or RRH (TLS) provider for permanent housing. Other responsibilities will include collecting and analyzing data on local demographics and community needs. Develop and implement communication strategies to reach homeless veterans, use the Homeless Management Information System (HMIS) to input client information and demographics in real-time, and lead presentations using PowerPoint for workshops and information sessions for program prospects, partner agencies, veterans, and co-workers

Essential Functions

  • Participate in monthly Outreach department meetings and CIS / SSVF meetings.
  • Attend community events (in person and online) as a representative for the Salvation Army SSVF program.
  • Outreach to agencies, organizations, partners, and stakeholders to conduct presentations.
  • Engage in outreach and communication with Los Angeles Homeless Service Authority, Veterans Affairs, Department of Health Services, Department of Mental Health, and other community providers.
  • Engage in outreach and communication with Grand per diem programs, VA Liaisons, and community shelters.
  • Increased partnership with a variety of community partners
  • Increase visibility and understanding of Rapid Resolution, Return to home, and Shallow Subsidy under the SSVF program.
  • Supervise a team of three unique case managers providing a non-traditional case management approach of services.
  • Conduct indirect supervision to Veteran Engagement Case Managers for team Outreach and Community Outreach.
  • Ensuring accurate and timely reporting of employee work hours, compliance with company policies, and effective communication with employees regarding timekeeping.
  • Addressing any errors or inconsistencies in timesheets, such as missed punches, incorrect time entries, or missing supervisor approvals.
  • Conducts regular performance reviews, using established evaluation criteria, to provide constructive feedback, identify development opportunities, and contribute to the employee’s professional growth, ensuring compliance with company policy.
  • Implement and oversee corrective actions to address quality issues or process deviations, ensuring adherence to established standards and procedures.
  • Develop a traditional monthly supervision approach to program case managers in providing guidance and mentorship in progressive Outreach.
  • Train case managers and the Healthcare Navigator with the Homeless Information Management System (HMIS).
  • Capture and record all Homeless encounters in HMIS across Los Angeles County.
  • Identify agencies and groups in the community (SPA 2, 5, 6, 7, SBV) who could benefit from understanding the SSVF program and provide in-person and / or online presentations and overviews.
  • Work with Divisional Headquarters web-developer to update information on the Salvation Arny CIS website.
  • Conduct street and community outreach and attend outreach events such as V.A Stand downs and resource fairs.
  • Establish a strong relationship with the Coordinated Entry System to develop a robust referral process to refer veterans to SSVF and local shelters.
  • Identify community resources that will assist the Veteran Engagement Case Managers in effective progressive engagement strategies.
  • Demonstrate professionalism, tact and diplomacy while representing CIS-SSVF in meetings, through written correspondence and other official roles.
  • Establish a consultant role in Santa Barbara and Ventura SSVF sites in providing technical support in Community Engagement
  • Conduct Outreach training sessions for frontline staff and supervisors.
  • Participate in Annual site visits to evaluate Outreach procedures and identify gaps in the referral process.
  • Assist in the preparation of various reports required to submit to the SSVF program that includes but not limited to the Outreach log, Referral log, Activity log, and Training Agendas.
  • Establish and record all reporting logs in connection with Google Docs.
  • Prepare a monthly staff report to provide for the Program Manager and the Associate Director.
  • Required to travel to multiple sites in Los Angeles, Santa Barbara, and Ventura counties.
  • Stay current and comply with the guidelines and requirements of SSVF, The Salvation Army, related legal departments, ethical standards, and other related programs.
  • Coordinate with the SSVF team to ensure that veteran services regarding emergency housing / shelters as well as permanent housing are the primary focus for all case managers.
  • Knowledge of community resources, social service providers and trends in the field.
  • Excellent communication skills for a variety of audiences, both written and verbal
  • Ability to effectively manage multiple priorities while maintaining mindfulness.
  • Schedule vehicle maintenance of CIS / SSVF Vehicle including repairs and routine maintenance.
  • Other duties as assigned.

PAY RATE : $68,640.00-$70,640.00 / yr

Working Conditions

Direct service is primarily out in the community (i.e., homeless encampment, shelters,) and not at the office. Thus, the SSVF Veteran Engagement Specialist must have the ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis, the ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead; ability to operate computer, fax and telephone; and the ability to lift up to 25 lbs.

Minimum Qualifications

  • Bachelor’s degree preferred or equivalent work experience in social work, human services, counseling or a related field)
  • At least 2 years’ experience working in homeless outreach services.
  • At least 2-year experience working with homeless people who have mental illness and / or substance use issues.
  • Excellent communication skills
  • A valid California Class C Driver License and able to pass an annual MVR background check,

  • Excellent in Adobe Pro and Microsoft Office (Excel & Word), and skillful in Google Docs.
  • Able to represent the Salvation Army with community organizations.

  • Veteran status a plus
