The School Budget Bureau (SBB) oversees the development, approval, and monitoring of public school budgets for all districts and charter schools across New Mexico. The Bureau ensures compliance with the Public School Finance Act, Public School Accounting and Budgeting Manual (PSAB), and related state and federal requirements. SBB provides fiscal analysis, training, and technical assistance to promote transparency, solvency, and efficient use of state and local education resources.
Why does the job exist?
This position exists to provide oversight and accountability for the fiscal management of New Mexico¿s public education system. It ensures that school district and charter school budgets, financial reports, and statutory submissions comply with state and federal laws, including the Public School Finance Act and the Public School Accounting and Budgeting (PSAB) Manual.
The position supports the mission of the Public Education Department by promoting sound financial practices, maintaining statewide fiscal integrity, and ensuring equitable allocation of education resources. It directs staff responsible for reviewing, approving, and monitoring local education agency budgets, implementing data and system improvements, and coordinating statewide reporting and training.
Through this work, the position safeguards approximately $4.5 billion in annual public school funding and contributes directly to the department¿s broader goals of transparency, efficiency, and improved student outcomes.

How does it get done?
This position provides oversight for statewide public school budgeting and financial accountability. It is responsible for reviewing and approving district and charter school budgets, budget adjustments, and financial reports to ensure compliance with the Public School Finance Act, PSAB Manual, and related statutes.
The position maintains procedures and training materials, and implements data and system improvements such as enhancements to the Operating Budget Management System (OBMS). It provides fiscal and regulatory guidance to local education agencies, and develops solutions for entities experiencing financial distress.
The position also supports key statewide processes, including accreditation fiscal reviews, equity and Martinez¿Yazzie data monitoring, federal and state reporting, and annual mill levy certification. It supports the development and delivery of statewide training and contributes to legislative, audit, and research requests to strengthen fiscal transparency and compliance across New Mexico¿s public education system.
Who are the customers?
The position provides direct support to school districts, state-chartered and locally-chartered schools, internal PED divisions, and state partners such as the Department of Finance and Administration (DFA), the Legislative Finance Committee (LFC), and the Taxation and Revenue Department (TRD).

Minimum Qualification
Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and / or auditing. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only : any budgeting, accounting, and / or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
