Job description

Overview

The Sustainability and Resilience Manager is a dynamic leader that advances sustainability, resilience and environmental programs within the community and across city operations. The position manages the Sustainability and Resilience Division within the Environment & Sustainability Department. The position brings best practices and innovative strategies to maximize sustainability and resilience co-benefits in an urban coastal setting. The position advances energy efficiency, clean energy, recycling and waste and litter reduction, and community composting. The incumbent advances flood risk reduction, sea level rise adaptation, green infrastructure, ordinance education, and outreach. The incumbent works with community non-profits and serves as a liaison and support for city advisory boards, commissions and subcommittees. The incumbent works with local, state, and federal agencies on strategic and operational issues. The preferred candidate will have excellent knowledge of coastal hazards and a passion for resilience. The idea candidate is thorough and detail-oriented, but flexible and able to pivot based on priorities. This position reports to the Chief Resilience Officer. This position requires in-person presence at Miami Beach City Hall.

Responsibilities

  • Manage the City's Private Property Adaptation (PPA) flood mitigation grant program including long-term strategic and logistical planning and development; oversight of daily program activities including participant tracking; ensure program is compliant with codes and regulations through coordination with the City Attorney's Office, Building Department, and other relevant departments; management and coordination with program consultant(s); and representing the program to external audiences.
  • Develop, coordinate, and monitor the City's climate change related strategic efforts, including plans, policies, programs, and projects such as greenhouse gas emissions inventory, in collaboration with Miami Beach Departments, local and regional stakeholders, and international and academic experts.
  • Lead the coordination of the City's Sea Level Rise Adaptation Plan in collaboration with relevant City departments. Create monitoring, metrics, and implementation strategies and communications.
  • Oversee the management of grants, including applying to external grants, devising and implementing department-run grants like the MB Rising Above grants, and adhering to the requirements and budget of all assigned grants.
  • Serve as a knowledge source for sustainable and environmental standards, trends and technologies.
  • Act as the public outreach and education branch for the Department to include policies, programs and ordinances. Provides guidance and feedback on written and visual materials, creates regular communication via newsletters and social media, public information campaigns, attending existing City events and producing specialized events.
  • Manage the continued operation of community events including Turtle Fest, Yappy Hour, and Household Hazardous Waste events, and develop new events to promote sustainability, resilience, and environmental awareness.
  • Increase the accessibility of composting to the community by overseeing the local community hub, promoting strategies to increase composting rates and reduce waste, providing education and resources on composting practices, and continuing to expand compost strategies while complying with all relevant local, state, and federal regulations.
  • Attend regular meetings and annual conferences for professional associations to build relationships, leverage knowledge, and promote city work.
  • Represent the city by presenting projects and strategies to internal and external stakeholders.
  • Coordinate with Miami-Dade County and other stakeholders for the United States Army Corps of Engineers studies and attending workshops to advocate for city projects.
  • Review and provide feedback and comments on proposed capital improvement projects to promote sustainability and resilience measures.
  • Serve as the liaison to the resident Sustainability Committee, ensuring meetings, agendas, and minutes adhere to requirements.
  • Manages the Division's operational and capital budgets and performance metrics.
  • Other duties as assigned.

Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Planning, Environmental Sciences, Environmental Engineering, Sustainability, or related field.
  • Three years of progressive documented experience.
  • A Master's Degree may substitute for one year of the required experience.
  • Physical Requirements

  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as a word processor, calculator, copier, and fax machine.
  • Ability to do significant walking, climbing, bending, kneeling and stooping common at construction sites during inspections and observations.
  • Able to drive and obtain a Florida Driver's License.
