Financial Analyst
Salary : $79,172 - $86,513 annually commensurate with experience. Step Salary System to be awarded annually on the anniversary date of hire and would typically start at Step 1. Please note the salary range indicated is firm.
Reports To : Works under direct supervision of the Chief Financial Officer and Budget Director.
Job Summary : Financial Analyst prepares budgets, analyzes financial data, forecasts revenues and expenditures, monitors spending, ensures regulatory compliance, and develops reports to guide decision-making and ensure fiscal responsibility for public funds. Key duties include coordinating annual budgets, analyzing capital projects, conducting cost-benefit analyses and presenting financial information to manager and department heads. Reviews collective bargaining agreements and projects costs of proposals and implementation. Assists in maintaining a uniform system for financial planning and operations and prepares Schedule 19 for the School Department. Performs risk analysis; reviews potential liabilities regarding property, casualty, and liability coverage.
Essential Functions :
Budgeting and Forecasting : Prepares the annual budget, gathers input from departments, forecasts revenue and expenditures, and monitors budget performance throughout the year.
Financial Analysis : Analyzes financial data and trends to assess the financial health of departments.
Reporting and Presentations : Develops financial reports, charts, graphs, and presentations for department heads. Prepares Schedule 19 for the School department.
Compliance : Ensures that all financial activities comply with internal and government regulations, policies, and laws.
Project Support : Provides financial expertise and analysis for capital improvement or special projects and other financial initiatives.
Data Management : Compiles and maintains financial data from accounting systems, prepares various financial statements, and ensures data accuracy.
Union : Participates in the collective bargaining process. Prepare financial documents to analyze the projected cost of proposed changes and the costs of implementation.
Risk Management : Monitors the expenditures of funds and develops strategies to reduce risk exposure. Performs other related duties as assigned.
Requirements :
Qualifications Required At Hire : Education and Experience : Bachelors degree in accounting, finance, public administration, or business administration preferred, supplemented with 3 - 5 years of experience in governmental finance, preferably at the local level; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Knowledge, Skills, and Abilities : Thorough knowledge of municipal accounting and auditing principles, practices and procedures. Thorough knowledge of generally accepted accounting principles, promulgation of UMAS, Governmental Accounting Standards Board (GASB), and GAAP accounting standards and applicable Massachusetts General Laws, regarding finance, insurance and procurement. Knowledge of municipal budgetary functions. Proficiency in financial software applications, spreadsheets Ability to create financial management reports Excellent data processing skills and MS Office Suite (word, excel) applications. Ability to clearly communicate complex financial information to diverse audiences, including department staff, elected officials, and the public Ability to work effectively with various departments and maintain professional working relationships.
