MGR PROGRAM CONTROL 3

Location : Newport News, Virginia, United States

The Role

Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and / or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks. Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.

In this position you will manage EVMS compliance across all programs and interface with SUPSHIP with respect to the quarterly surveillance process. Additionally, you will coordinate responses for both internal and external audit reviews as well as work with each program to guarantee adherence to EVMS guidelines. The position will also be responsible for developing EVMS training plans for new O79 analysts.

Must Have

Bachelor's Degree and 8 years of applicable, progressive professional and / or supervisory work experience; Master's Degree and 6 years of relevant experience

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications :

  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School / GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School / GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
