Job description

Human Resources Technician

This position is responsible for providing administrative and technical support to the Human Resources Department. This role assists in various HR functions, including leave administration, records management, employee recognition, employee wellness, records management, website maintenance, and employee safety. This position regularly interacts with employees as well as the public and provides support to the Executive Office. The HR Technician maintains confidentiality and accuracy in all tasks. The candidate selected for this position will be subject to passing a pre-employment criminal background check.

Essential Job Duties

  • Administer employee leave programs, including FMLA (Family and Medical Leave Act), PFML (Paid Family and Medical Leave), and other leave types in compliance with applicable laws and internal policies.
  • Coordinate employee recognition initiatives and wellness programs to support a positive work culture.
  • Process and respond to employment verification requests in a timely and confidential manner.
  • Document, gather, review, and provide personnel records as requested. Gather records for fulfilling public records requests in accordance with and at the direction of the Clerk's Office.
  • File and scan HR-related documents and ensure compliance with proper record retention schedules and practices.
  • Maintain and update content on the department's external website and internal portals (e.g., intranet, nutshell) to ensure current and accurate HR information is available.
  • Create and issue identification badges for new employees, existing staff, and retirees.
  • Process HR-related vouchers, ensuring accuracy, timeliness, and proper documentation.
  • Provide general administrative support to the Human Resources team as needed, including assisting with onboarding, tracking trainings, and responding to employee inquiries.
  • Ensure all actions and records are in compliance with applicable labor laws, collective bargaining agreements, and agency policies; maintain the confidentiality of sensitive information.
  • Answer incoming calls and inquiries from the public, employees, and other departments; provide accurate information or direct individuals to the appropriate staff or department.
  • Greet and assist employees and visitors who come into the Executive and Human Resources offices; provide forms, answer questions, and offer guidance on HR processes and services.
  • Assist in the proclamation workflow and prepare proclamations for Council Agendas as needed.
  • Assists employees with questions regarding benefits and coordination with providers for information necessary for possible claims.
  • Provides administrative support and / or coordination of one or more HR functions which may include, CDL coordination, drug & alcohol testing program, staffing, new employee orientation, performance evaluation tracking, and processing of forms.
  • Drafts restitution letters and assist with safety projects.
  • Maintenance of the central personnel files, posting, recording and filing of all personnel documents.
  • Provide general administrative support including ordering office supplies, distributing mail, maintaining inventory, scheduling meetings, preparing correspondence, and assisting with onboarding and employee events.
  • Enters a variety of information into databases; compiles data and prepares related reports.
  • Prepares, processes, and maintains a variety of activity logs and / or reports related to assigned areas of responsibility.
  • Performs other duties as required.

Minimum Qualifications

  • Associate's degree from an accredited college or university with major course work in human resources or related field AND 1 year of administrative or professional human resource experience OR a combination of education, training and experience which would provide the required skills, knowledge and ability to perform the job as determined by the department.
  • Experience in an HRIS system and Microsoft Office Suite.
  • Bachelor's degree preferred.

  • Knowledge of human resources principles and practices in assigned area of responsibility;
  • General knowledge of personnel laws, practices and procedures and policies
  • Strong organizational and time-management skills
  • High attention to detail and accuracy.
  • Applicable Federal, State, and local laws, rules, regulations, codes, and / or statutes;
  • Research methodologies;
  • Ability to handle multiple competing priorities, organize and manage workload, and make decisions necessary to respond in an expeditious manner.
  • Modern office administration including filing and drafting correspondence, reports, procedures and minutes.
  • Communicate in a professional business-like manner, both orally and in writing in English. Portray a professional image and attitude.
  • Good interpersonal and customer service skills to courteously deal with and to establish and maintain effective working relationships with co-workers, other City employees, vendors, local agencies and providers, and the general public.
  • Initiative to take action and be self-motivated. Work well independently as well as in a team or cooperative setting.
  • Able to exercise discretion over sensitive and confidential issues related to the department and its business and maintain strict confidentiality.
  • Develop and maintain a general understanding of information that relates to the functions and services of the departments.
  • The ability to handle job stress and interact effectively with others in the workplace.
