FINANCIAL / FISCAL FUNCTIONS

GENERAL DESCRIPTION :

We are seeking an exceptional Finance Director to join our dynamic team and lead our financial strategy and operations. In this pivotal role, you will be responsible for overseeing all financial aspects of the city, ensuring financial stability, proper fiscal analyses, and the preparation of the City's Annual Comprehensive Financial Report for reporting to Government Finance Officers Association.

This position is a full-time (M-F, 8 : 00a-5 : 00p) working Department Head that organizes, coordinates, and evaluates the functions of the Riverton City Finance Department, including the management of approximately 8-10 staff and 2-3 direct reports.

This is an exempt, at-will position. This position is appointed by the Mayor with the advice and consent of the City Council.

SALARY : $97,264.18 - $124,697.66 annually (salary will be dependent upon education and experience)

EXAMPLES OF DUTIES : (These examples are not all inclusive; see job description for more details)

  • Provides supervision to all Accounting and Treasury staff; establishes work priorities and delegates assignments and completion deadlines.
  • Assists City Manager with Strategic Planning process.
  • Prepares the City's Annual Comprehensive Financial Report and coordinates the annual external audit of the same.
  • Exercises either direct or functional control over such financial functions as accounting, auditing, budgeting, revenue collection, internal auditing, and reporting.
  • Maintains complete and accurate records of all financial transactions.
  • Prepares information for City Council, Mayor, or Management as requested; makes presentations to the Council as assigned.
  • Maintains security rights for computerized accounting software.
  • Performs annual performance evaluations for employees with the department.
  • Consults with outside professionals regarding City financial matters.
  • Participates as part of the Department Head Management / Leadership Team.
  • May supervise other divisions within the city as needed.

MINIMUM QUALIFICATIONS :

  • Required to have a High School Diploma or equivalent.
  • Bachelor's degree, with an accounting, business management, finance or related field required.
  • Master's degree in accounting, business administration, or public administration preferred.
  • 7+ years of experience required in accounting.
  • 5+ years of experience with governmental accounting is required.
  • 5+ years of supervisory experience is required.
  • 5+ years of budgeting experience required.
  • Previous experience in customer service required.
  • Experience with Tyler Technologies Munis EERP software preferred.

  • Ability to remain calm and professional in difficult situations.

  • Excellent time management skills required.
  • Ability to manage projects simultaneously.
  • Must be highly self-motivated and customer-centric.
  • Ability to work evenings, weekends and some holidays when needed; schedule may vary on a weekly basis.

  • Required to have excellent oral and written communication skills.
  • Excellent presentation and interpersonal skills are required.
  • Must be excellent with problem-solving abilities and team interaction.
  • Required to have excellent analytical and multi-tasking skills.

  • Excellent customer orientation skills required.
  • Advanced skills with Excel is required.
  • Preference given for advanced skills with government accounting software.
  • Proficient skills with Word and Outlook are required.
  • Proficient skills with a PC or laptop, email, and internet is required.
