IT Concepts, Inc. (ITC) seeks an experienced Cost Estimator to support a DOD SOCOM opportunity. ITC will provide the Government with program management and services related to emerging technology solutions, including Enterprise Architecture (EA) and data science, application development and management support, training, and enterprise ecosystem support.

Responsibilities:

• Formulates and applies mathematical and financial modeling to develop and interpret information in coordination with technical subject matter experts in support of the estimation of new projects.
• Gather and review project requirements, historical cost and level of effort, performance metrics, and budgetary constraints to prepare initial level of effort and schedule estimates for new project intake.
• Research and document current market conditions, including pricing trends, labor rates, and material costs relevant to defense contracts, and maintain a database of cost data.
• Prepare detailed cost estimates at various stages of project development (, Rough Order of Magnitude (ROM), Budgetary, Definitive estimates) for DoD contracts, ensuring accuracy and compliance with federal regulations and agency-specific guidelines, develop cost models, including Work Breakdown Structures (WBS) and risk-based cost estimates.
• Review contract specifications, performance requirements, and compliance standards to ensure accurate estimates conform to DoD acquisition policies, such as the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS). Conduct risk assessments to identify potential cost variances and uncertainties in the project and incorporate risk factors into estimates.
• Work with program managers to develop contingency plans for cost overruns and other financial risks.
• Support project execution by monitoring actual costs versus estimates, identifying cost variances, and adjusting forecasts as needed to reflect changes in project scope or execution.
• Maintain thorough records of all cost estimation assumptions, methodologies, and calculations to ensure transparency and accountability in cost projections.

Requirements

• Journeyman level: A Bachelor's Degree and 3 - 10 years of relevant experience
• Substitutions for education:
• Associate’s degree plus 4 years of work experience may be substituted for a bachelor’s degree
• 6 years of work experience may be substituted for a bachelor’s degree

Preferred Skills:

• Strong problem-solving and analytical skills
• Excellent communication and collaboration abilities
• Ability to work with teams but is self-motivated to complete projects independently.
• Ability to work entirely on-site with minimal accommodation

Clearance Requirements:

• Must have an active TS/SCI clearance
