This position is assigned responsibilities for the tasks related to the entry of civil and criminal fingerprint cards into the Nebraska Automated Fingerprint Identification System (AFIS). Under immediate to general supervision, the essential purpose of this position is to facilitate the operations of the AFIS team, which serves as a cornerstone of the Criminal Identification Division (CID) of the Nebraska State Patrol (NSP). CID serves as the central repository for fingerprint-based arrest information and is statutorily required to maintain current and accurate criminal history records and to disseminate this information to those authorized to receive it. This position is assigned responsibilities relating to the operational tasks and data management of the Nebraska AFIS Database. The AFIS team is responsible for the accuracy of the Nebraska fingerprint database, as well as fingerprint records transferring to the Nebraska Patrol Criminal History Database (PCH) and Federal Bureau of Investigation's (FBI) Next Generation Identification (NGI) database.
Job duties include :
Scanning fingerprint cards and typing fingerprint card descriptors into Nebraska's Automated Fingerprint Identification System (AFIS) Reviewing civil fingerprint records and submitting fingerprint images to the Federal Bureau of Investigation (FBI) for national fingerprint-based background checks Coding and image editing of incoming criminal ink-roll fingerprint cards Statistical tracking of error and rejection information and communicating with the Quality Assurance Improvement Program (QAIP) team and the AFIS Quality Assurance (AQUA) team Assisting the AQUA team with scanning fingerprint cards and tracking for various projects Corresponding via email and phone with the FBI, law enforcement agencies, and other NSP teams regarding criminal history rapsheet information Cross-referencing arrest, court and federal arrest records to ensure the most up to date and accurate criminal history information Utilizing the Record Information Tracking System (RITS) to track Universal Control Numbers, civil background checks, and run daily / monthly reports for workflow statistics tracking Utilizing the Nebraska Criminal Justice Information System (NCJIS), other criminal justice databases, as well as telephone, email, and fax to conduct daily tasks Creation, planning, organizing, implementation, and execution of the training program for all new employees on the AFIS team, including the creation and revision of the AFIS training manual and associated job aides. On a limited basis, fingerprinting the public for civil application purposes (foster care, teaching license, etc.) and individuals registering for Sex Offender Registration purposes. Contact with individuals registering for Sex Offender Registration purposes will also require DNA collection via buccal swab.
Requirements / Qualifications :
Minimum Qualifications : Coursework / training in administrative / office support functions, procedures, and methods including the operation of personal computers and office equipment; or experience in customer service or public contact; or applying criteria / regulations; and / or performing administrative / office / secretarial support work including use of personal computers and office equipment.
Preferred Qualifications : High school diploma or equivalent. Coursework / training or experience in entering / maintaining alpha and numeric fields, and the use of a personal computer, associated software, and office equipment. Criminal Justice background experience or Criminal Justice related degree. Proficient knowledge of Microsoft Office word processing tools and spreadsheets, office equipment, and computer hardware. Great attention to detail, and time management skills.
