Environmental Administrative Hearing Officer Pay Grade 18 | Salary: $6,589.20 - $7,907.74 Monthly | Employment Type: EXECUTIVE BRANCH | FULL TIME | INELIGIBLE FOR OVERTIME PAY | 18A | 37.5 HR/WK Location: 211 Sower Blvd, Frankfort, KY 40601 USA. The agency may authorize telecommute on a hybrid schedule, subject to modification. Description An independent section within the Office of the Secretary, the Office of Administrative Hearings (OAH) conducts fair and impartial mining and environmental administrative hearings and other proceedings. OAH ensures disputes impacting the regulated community, health, safety, and environment are heard pursuant to statute by qualified hearing officers. Responsibilities (not limited to) Conduct environmental administrative hearings and related proceedings under KRS 146, 149, 151, 223, 224, 350, 351, 353. Preside over mandatory conferences, emergency relief proceedings, and mediations. Travel as required. Prepare reports, recommendations, and proposed final orders for the Secretary of the Cabinet, including monthly conference orders, emergency relief reports, and other documents. Research substantive legal issues arising under assigned cases or other matters. Attend mandatory trainings and conferences. Manage and track cases – active, default, abeyance, mediation, hearing schedules, and motion practice. Desired Candidate Qualifications Excellent legal writing and legal research skills. Excellent oral communication skills. Ability to preside over, control, and manage in‑person and remote administrative hearings with multiple parties and counsel. Self‑motivated with strong time‑management skills. Additional Position Information and Essential Functions Willing to work overtime as necessary to meet statutory deadlines. Frequently communicate in person and by technology. Minimum Requirements Education: See Special Requirements. Experience, training, or skills: Must have three years experience as a licensed attorney in practice of law. Substitute Education for Experience: Master of Law degree substitutes one year of mandatory experience. Substitute Experience for Education: None. Special Requirements: Must be licensed to practice law in the Commonwealth of Kentucky and must maintain licensed credentials throughout employment. Working Conditions Incumbents primarily perform duties in an office setting. Minimal travel is required.
