Job description

Operations Oversight

  • Provide daily oversight, guidance, and scheduling for Animal Control Officers and dispatch staff.
  • Ensure staff compliance with organizational policies, safety protocols, and DC laws.
  • Conduct regular performance reviews, training, and mentorship to support professional development.
  • Serve as a role model for professionalism, courtesy, tact, and discretion in all interactions.
  • Oversee all field service activities, including but not limited to response to :
  • Animals at large
  • Animal bites and quarantines
  • Injured, sick, or dangerous animals (domesticated and wildlife)
  • Stray and confined animals
  • Noise / nuisance complaints (e.g., barking dogs)
  • Coordinate humane capture, transport, and impoundment of animals as required.
  • Review and approve case reports, logs, summonses, and court documents.
  • Ensure vehicles, equipment, and PPE are properly maintained and in safe working order.
  • Maintain operational readiness for emergencies, natural disasters, or high-volume incidents.
  • Interpret DC Animal Control and Humane laws, animal control rules, and BVSPCA procedures and be able to advise others.
  • Maintain and ensure compliance with DC Health contractual requirements.

Community & Interagency Engagement

  • Act as primary liaison between BVSPCA, DC Health, law enforcement, and other partner agencies on field operations.
  • Represent the BVSPCA in community outreach and education related to animal welfare and public safety.
  • Provide training and guidance to the public on responsible pet ownership and legal compliance.
  • Prepare and deliver oral / written reports to stakeholders as required.
  • Administrative and Reporting

  • Assist, as needed, with maintaining scheduling and coverage to ensure 7 days a week, 24 hours field operation.
  • Maintain accurate case files, daily logs, and monthly activity reports.
  • Ensure timely data entry into PetPoint and other case management systems.
  • Monitor enforcement actions, including issuing citations, warnings, and appearing in court when necessary.
  • Track performance metrics and provide operation reports to leadership.
  • Support continuous improvement by recommending updates to policies, procedures, and training.
  • Performs other related duties and projects as assigned.

  • Familiarity with humane animal treatment and the Five Freedoms
  • Comfortable working in the shelter environment and willing to accommodate animals in the workplace.
  • Computer literate and able to master PetPoint and other software as applicable.
  • Self-motivated and able to initiate and complete tasks.
  • Strong organizational, accuracy, and problem-solving skills.
  • Knowledge of dog and cat breeds, wildlife, animal behavior, and humane handling techniques.
  • Excellent verbal and written communication skills, with ability to communicate effectively with the public, staff, and partner agencies. Spanish language is a plus.
  • Basic knowledge of DC geography and its environment.
  • Ability to supervise, train and motivate staff.
  • Be able to work beyond normal scheduled hours to include on call, nights, weekends and holidays.
  • Perform employee evaluations
  • Monitor employee’s times, leave requests and overtime.
  • Investigate concerns and make and recommend any disciplinary actions.
  • Ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures. Ability to be flexible, detail oriented and able to prioritize.
  • Must be able to maintain confidentiality and must be able to convey a positive and professional image to the public and employees.
  • Ability to manage emotional aspect of work in an animal shelter environment in a positive professional manner.
  • Attendance and Dependability : Must be able to report to work at the scheduled time; ensure the department is ready to open on time each day, can be depended on to complete work in a timely, accurate, and thorough manner and is conscientious about assignments.

  • Maintain a clean, healthy, and sanitary work area; follow all pest and rodent control protocols.
  • Qualifications

  • A high school diploma; Degree or college hours a plus.
  • At least 2 years of animal control, law enforcement, or animal welfare experience.
  • Any supervisory or management experience is preferred.
  • Must hold a valid driver’s license with good insurable driving record.
  • Must be able to pass background check.
  • Must be able to obtain humane euthanasia certification (if not already possessed)
  • Trained in Chemical Capture
  • Working Conditions

  • Work is performed indoors and outdoors in all weather conditions, including hazardous driving conditions.
  • Potential exposure to animal cruelty cases, animal remains, injured / dangerous animals, and unclean environments.
  • Requires engagement in conflict situations, which may involve anger, verbal abuse, or potential for violence.
  • Must be able to handle the physical and psychological demands of working with animals and the public under stressful conditions.
  • Regular sitting at a computer workstation 6-8 hours per day are possible.
  • Subject to animal bites and scratches while handling animals.
  • Repeated lifting and carrying of animals weighing up to 50 pounds.
  • Consistent exposure to animals and animal allergens under conditions with limited alternatives available.
