Job description

Purchasing Division Contract Monitor

The purpose and mission of the Purchasing Division of the Office of Finance and Management is responsible for the procurement of goods and services. We oversee the city-county bidding opportunities and vendor registration. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County.

This position is responsible for providing contract monitoring and clerical support to the procurement team-members. Incumbent in this position will perform standard duties relevant to contract compliance and process improvement. The actions of the incumbent in this position are controlled by operational policies and procedures. Limited independent judgment is utilized when there are no available policies or procedures. Position reports to the Manager Contracts.

Position Responsibilities

  • Monitors contracts for general compliance with terms and pays close attention to details
  • Reviews contract documents for Minority, Women, Veteran, and Disabled participation and inquires with agencies and vendors in order to obtain documentation and verify compliance
  • Reviews contracts to identify an adequate scope of work, clear deliverables, payment milestones, and other critical information to ensure the contract is fair and in the best interest of the city and county
  • Assists the Manager Contract in developing systems to track minority and women business compliance of various types of contracts, including city-wide and professional within a reasonable period
  • Communicates with agencies, divisions, and vendors in support of the agency's goals for monitoring and auditing contracts
  • Schedules vendor performance meetings and assists with developing reports for the agency and or other entities within the city-county as needed
  • Maintains vendor insurance database checking for expiring insurance coverage each month
  • Assists with weekly public bid openings, prepare, distribute public notices for bid and proposal publications, and participate in vendor fairs
  • Provides clerical support to the agency and division
  • Must maintain confidentiality at all times

Qualifications

Associates degree in Business Administration, Project Management, or related field of study with two (2) years of procurement related experience. Ability to effectively communicate both orally and in written form with great customer service skills. Knowledge and use of Microsoft Office. Must be able to interpret documents and understand procurement policy, city ordinances, and formal contracts. Must be willing to speak in public forums and respond to questions. Ability to multi-task in a challenging environment adapting quickly to change. Ability to maintain working relationships with agency and division contacts and the vendor community.

Preferred Job Requirements and Qualifications

Bachelor's degree in Business Administration, Project Management, or related field of study with one (1) year of procurement related experience. Ability to effectively communicate both orally and in written form with great customer service skills. Knowledge and use of Microsoft Office. Must be able to interpret documents and understand procurement policy, city ordinances, and formal contracts. Must be willing to speak in public forums and respond to questions.
