DEFINITION : Under general supervision, to perform responsible, varied, and increasingly difficult administrative analysis work in a variety of fields which may encompass fiscal and general administrative staff assistance. Work at this level is characterized by increasingly independent development and employment of routine methodology and techniques. This classification is an at-will, non-exempt position.
DISTINGUISHING CHARACTERISTICS : This position serves as primary administrative staff support with substantial legal support functions, fiscal and administrative support services. Incumbents may have responsibilities for coordinating assigned work areas; may provide analysis and assessment of the impact of legislation and regulations on departmental programs and services, and may assist in the preparation of fiscal and administrative support. This class is distinguished from Staff Services Analyst II in that Staff Services Analyst II's perform more complex, specialized assignments and may supervise clerical or technical support staff.
Reports to : Executive Assistant / Legal, Chief Deputy County Counsel, Assistant County Counsel, County Counsel.
Classifications Supervised : This is not a supervisory class.
Examples of Duties
Essential duties : Serves as primary administrative staff support for the Office of County Counsel, staff attorneys, and Executive Assistant to County Counsel with substantial legal support functions. Reviews contracts submitted by departments for completeness; corresponds with departments; tracks and maintains records and files. Prepares a variety of financial reports; reviews and processes vendor claims; prepares reimbursement claims; tracks purchases and payments; gathers, organizes and summarizes a variety of data and information; performs special projects and prepares reports, maintains and updates files and databases using online information systems; generates computer reports; performs word processing, direct contact with the public and other departments by phone and in person; proficient in : Word, Excel, DocuSign, legal case management software, financial management software.
Knowledge of : County and Department policies, rules and regulations. Laws, rules, and regulations affecting the County Counsel's Office operations and Programs. Legal terminology, documents and procedures. Modern office management methods and procedures. Budget development and control. Public and community relations. Purchasing methods and procedures. Account and statistical record keeping. Proper English usage, spelling, grammar and punctuation. Personal computers and software applications related to legal and administrative support work, including specialized systems used in an assigned area. Word, Excel, Docusign, legal case management software and financial management software.
Desired Skills : Plan, organize, coordinate and perform a wide variety of support functions, fiscal and administrative support work for County Counsel. Interpret, explain and apply a variety of County, Department and Unit policies, rules and regulations. Work with considerable independence and initiative while exercising good judgment in recognizing scope of authority. Gather, organize, analyze, and present a variety of data and information. Direct the preparation and prepare clear, concise, and accurate records and reports. Use a personal computer and software for word processing, legal, and administrative support work and work with specialized computer systems. Deal tactfully and courteously with the public, representative of other agencies, and other County staff when explaining the functions and policies of the County Counsel's Office. Establish and maintain cooperative working relationships. Effectively represent the County Counsel's Office in answering questions, responding to inquiries, providing assistance and dealing with concerns from the public, community organizations, other County staff and other agencies.
Typical Qualifications
Training and Experience : Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be : One (1) year of experience in a position requiring analysis of contracts and / or Banner, or similar financial software program. Special Requirements : Some departments may require the possession of a valid and appropriate driver's license.

TYPICAL PHYSICAL REQUIREMENTS : Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, FAX, and other related peripheral equipment such as printers and scanners.
