Lead Business Systems Analyst
Anoka County's Human Services division is committed to working with people to improve lives through collaboration across its five departments : Community Corrections, Community Social Services & Behavioral Health, Economic Assistance, Public Health & Environmental Services, and the Job Training Center.
We are seeking a Lead Business Systems Analyst (BSA) to support the development of a Human Services division-wide technology and data strategy. The position is located on the business side, and is responsible for working across departments to ensure that business systems and data products align with strategic priorities, while actively managing the division's project portfolio in collaboration with IT and other county partners. The Lead BSA will coordinate complex division-wide projects, support the growth of the division's business analysis & data team by acting as a subject matter expert for Senior and Associate BSAs, and implementing standard tools and workflow processes. This position will report to the Human Services Business Analytics & Data Manager.
This is a full-time, exempt, hybrid position. Interviews will take place the week of September 1st, 2025, for those selected to move forward in the hiring process.
Pay & Benefits :
- Salary : $91,769.60 to $110,115.20 ($44.12 to $52.94 per hour).
- 2025 Anoka County Salary Schedule Grade 37 : $91,769.60 to $128,440 ($44.12 to $61.75 per hour).

Work Location :
This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.Expected work hours are Monday Friday, 8 : 00 a.m. 4 : 30 p.m.Job Duties and Responsibilities :
Act as lead division coordinator for large-scale technology and data projects, in partnership with IT and other partners, by convening stakeholders, developing project plans (including scope and objectives), gathering and analyzing requirements, supporting implementation, and monitoring user experience over time; provide project management support as needed.Determine methods for implementing long-term strategies or infrastructure level recommendations for improving processes, efficiency, and practices of Human Services business systems.Promote the development of a unified approach to business analysis across Human Services by developing and supporting the adoption of standard tools and workflow processes informed by best practices.Vet business technology needs for alignment with strategic priorities, support the development of business cases, and guide project proposals through division and countywide governance processes.Monitor division project portfolio and liaise with IT / other partners as needed to ensure progress; provide updates to division leadership.Act as a business analysis subject matter expert for Senior Business Systems Analysts and consult on project design and methodology, providing guidance and mentorship.Assist in the design and delivery of training / other professional development opportunities for Senior and Associate Business Analysts.Identify opportunities to use data to inform decision-making and ensure that business data is managed in a way that facilitates analytics work (note : this is NOT primarily an analytics-focused position).Stay updated on emerging technologies and industry best practices to recommend and implement innovative solutions that enhance system performance and efficiency.Qualifications and Requirements :
Minimum Knowledge, Skills, and Abilities Needed :
Bachelor's degree and at least 6 years (2,080 annual hours) of job-related experience.In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.Successfully pass driver's license background check.Preferred Knowledge, Skills, and Abilities Needed :
Degree in Business Administration, Public Administration, Information Technology, Project Management or related field; a master's degree or relevant certifications is a plus.Proven track record in managing complex business analysis projects from inception to completion, including resource allocation, budgeting, and stakeholder engagement.Professional experience in a human services setting.Experience with State of MN Human Services business systems (e.g., MAXIS, MMIS, SSIS).Proficiency with Microsoft productivity apps & Power Platform.Familiarity with data analytics methods and tools.Physical Demands and Work Conditions :
Standard office environment.Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.Hearing abilities required for general and phone communication, signals, and machine sounds.Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.Occasional lifting of 10-20 lbs.Equipment used includes computers, phones, and standard office equipment.Occasional travel to other county work sites as needed.
