Job description

Title:

Hazardous Material Coordinator (Contingency Hire)

Belong, Connect, Grow, with KBR!

Program Summary

KBR will help support the U.S. Navy and Marine Corps at Naval Station Mayport and the Marine Corps Support Facility at Blount Island (MCSF-BI). Our goal is to help their missions run smoothly and successfully. Let’s work together to make a positive impact and achieve results.

Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third-largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft.

The Marine Corps Support Facility Blount Island (MCSF-BI) covers 911 acres on the eastern side of Blount Island, plus an extra 333 acres nearby. This facility is vital for keeping Marine Air-Ground Task Forces ready. MCSF-BI has a deep-water slipway and direct access to the Atlantic, allowing for quick loading and unloading of the largest Maritime Prepositioning Force (MPF) ships. This helps deploy combat vehicles and supplies.

Job Summary

KBR is seeking a Hazardous Material Coordinator to support operations at the Marine Corps Security Force (MCSF-BI) and the other MCSF-BI Annexes. The Hazardous Material (HAZMAT) Coordinator is responsible for managing, tracking, and ensuring compliance of all hazardous materials and waste operations on a U.S. military installation. This role oversees the receipt, storage, handling, issue, and disposal of hazardous materials in accordance with federal, state, local, DoD, and KBR environmental, safety, and quality standards. The Coordinator serves as the primary point of contact for all HAZMAT control and compliance activities on site, supporting a culture of Zero Harm and environmental stewardship.

Please note: This position is contingent upon award.

Roles and Responsibilities

  • Maintain accountability and inventory control of all hazardous materials and waste throughout their lifecycle—from procurement through disposal.
  • Conduct inspections and audits of hazardous materials storage areas, accumulation points, and satellite collection sites to ensure compliance with applicable regulations (EPA, OSHA, RCRA, DOT, and DoD directives).
  • Coordinate with Supply, Maintenance, and EHS teams to manage issue/turn-in processes and prevent over-stocking or unauthorized material use.
  • Develop, implement, and maintain Material Safety Data Sheet (MSDS/SDS) systems and ensure accessibility to all personnel handling hazardous materials.
  • Manage, track, screen procurement, control storage and use, and arrange for disposal of hazardous materials (HM), hazardous waste (HW), and other regulated waste (ORW) using the HM Control and Management program
  • Manage and utilize the Hazardous Material Management System (HMMS) database to document all aspects of managing waste.
  • Support waste minimization programs and pollution prevention initiatives to reduce environmental impact and operational cost.
  • Conduct and document spill response activities, investigations, and corrective actions.
  • Coordinate with the EHS Manager to prepare and submit environmental compliance reports as required by DoD, EPA, or state agencies.
  • Ensure proper packaging, labeling, and shipping of hazardous waste in compliance with DOT and RCRA standards.
  • Occasional overtime and weekend work may be required based on operational needs.

Basic Qualifications

  • High school diploma or equivalent required; associate or Bachelor’s degree in Environmental Science, Safety, or related field preferred.
  • Minimum of 3–5 years of experience in hazardous material or waste management, preferably within a military or industrial environment.
  • A minimum of five (5) years of experience in managing 90-Day Central Accumulation Area Facilities of similar size, scope and complexity.
  • A minimum of 16-hour course in hazardous material transportation.
  • Demonstrated proficiency with the Hazardous Material Management System (HMMS) database for waste tracking and documentation.
  • Working knowledge of EPA, OSHA, RCRA, DOT, and DoD 4160.21-M requirements.
  • Strong understanding of spill prevention, response procedures, and environmental reporting requirements.
  • Excellent organizational and communication skills with the ability to interface across multiple functional areas.
  • Proficient in Microsoft Office Suite and data entry/reporting tools.
  • Active Secret Clearance is required.
  • Must be a U.S citizen for base access.
  • Must be able to lift up to 50 lbs and work in industrial or outdoor environments.
  • HAZWOPER 40-Hour Certification

Preferred Qualifications

  • Forklift license and spill response training preferred.
  • DOT Hazardous Waste Manifest training preferred.
