Position Summary : Director of Domestic Programs is responsible for leading Project HOPE's domestic strategic direction, strengthening relationships with government authorities, partners, and donors within the US and US Territories. The position holder oversees the domestic program portfolio to ensure achievement of program objectives completed on time and within approved budgets while supporting new business development.

Principal Responsibilities :

• Leadership and Representation : Set the strategic vision and direction of domestic programs in close coordination with HOPE's Senior Regional Director to expand health and related services to underserved populations across the country, aligning programming to the country program strategy, sectoral expertise and technical standards. Work with the Senior Regional Director to ensure program quality through consistent use throughout the country program of : assessments, design, and program development processes; comprehensive monitoring and evaluation, accountability and learning systems. Remain current on national and regional issues impacting domestic programs and partnerships and develop responsive strategies to ensure HOPE's mission can be carried out appropriately in case of contextual changes. Ensure alignment with and involvement in meeting HOPE's domestic strategic objectives. Identify opportunities for appropriate expansion and growth of programs, supported by the acquisition and investment of human resources. Assist with the development and submission of competitive, responsive and high-quality proposals, and lead negotiations with donors and domestic health authorities.
• Staff Performance Management : Supervise and mentor direct-report staff, including communicating clear expectations and setting performance objectives. Oversee program-based staff where applicable. Offer leadership support for successful adherence by all staff to HOPE's Global HR Operating Policies and Procedures. Work with HR staff to identify and implement recruitment and retention strategies.
• Operational Management : Oversee the development and utilization of financial and operational policies, procedures, and systems to ensure compliance with HOPE and donor requirements. Ensure responsiveness and appropriate levels support, especially in the areas of HR, finance, legal and supply chain. Provide oversight to domestic programs to ensure achievement of program objectives completed on time and within approved budget. Lead on required internal and external reporting. Provide timely and effective oversight of the domestic program portfolio's financial position. Maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds.
• Communications : Ensure adherence to HOPE global standards, including code of conduct and compliance requirements throughout domestic programs. Maintain open communications with regional management staff, technical advisors, and HQ departmental staff. HOPE staff must adhere to the values and principles, enforces policies on beneficiary protection from Exploitation and Abuse, Anti-Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
• Safety and Security Management : Take primary responsibility for overall management of safety and security for domestic programs. Oversee the management of all security issues, including appropriate response to emergencies as they arise. Keep security and contingency plans current and accessible to domestic program staff.

Minimum Qualifications : Bachelor's Degree in a related field required; Graduate degree in Public Health is highly desirable. At least ten years of progressively responsible domestic health sector work experience in humanitarian contexts, including at least three years in a leadership role as Senior Manager of public health programs at state or national level. Experience working on program end to end start up processes are a must. Experience building networks at a senior level, resulting in securing new funding opportunities for the organization. Demonstrated successful leadership and management experience with a multi-disciplinary team. Experience with representation and fundraising success, including prior experience with HHS, federal health agency donors, private corporation and foundations. Proven ability to negotiate and work with partner organizations. Experience with organizational capacity strengthening and partnership building. Strong budget and fiscal oversight capacities. Established capacity to deal with ambiguity in stressful situations. Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes. Significant experience working in US based health programs is a must. Fluency in the English language with strong verbal and written communication skills.

While international travel is not a regular part of every job, programmatic needs may require it intermittently to respond to onset emergencies. Project HOPE employees may be required to travel or work in countries where working conditions are classified as "hardship."
