Operations & Management Consultant II - Ses
This is a professional Select Exempt Service position located in the Division of Early Learning (DEL) in the Director's office. The incumbent of this position assists the Chancellor of Early Learning in a confidential capacity by performing duties related to personnel actions and processes.
Duties and Responsibilities :
- Serves as the DEL HR Personnel Liaison to ensure that all division staff are kept current on human resource initiatives and policy / procedure changes.
- Advises managers / supervisors on recruitment, hiring, separations, leave and attendance, position descriptions, fingerprinting, advertising, and classification.
- Coordinates, prepares, and ensures timely and accurate responses to all human resource assignments.
- Prepares all personnel packets, including but not limited to, new hires, voluntary or involuntary separations, shares performance evaluation due dates, coordinates updating position descriptions, and classification actions with the HR Central office.
- Provides direction, guidance and counsel to administrators and their staffs in the management and operation of service programs and responsibilities related to recruitment and personnel matters.
- Consults with staff members to develop solutions for programmatic operational problems.
- Serves as the key point of contact on requisition / PAR issues. Track all requisitions / PAR's for approval / rejection.
- Prepares requests for proposed restructuring / reorganization, for adherence to personnel policies and procedures.
- Provides technical assistance to supervisors, liaisons, and managers on classification procedures and policies as needed.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks as required.
- Coordinates with HR specialists on specific matters such as FMLA, FSWP, ADA, Training, Drop, Leave and Attendance issues.
- Reviews and analyzes drafts of memoranda and correspondence.
- Prepares and maintains records and reports, such as recommendations for solutions to administrative problems, reports, and recruitment applications. Assists in the planning of meetings and / or conferences.
- Performs other duties as assigned.

Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment.
