Overview of Position / Department
The Grant Compliance Officer manages overall city grant administration and develops grant opportunities; assists City staff in procuring grants.
Primary Duties & Responsibilities
Serves as a grants resource for the City and the community.Consults with departments on grant development services and program needs.Stays informed about priorities to recommend appropriate funding options.Conducts research on grant sources and explores potential funding through philanthropic organizations, businesses, foundations, state and federal agencies, and other local governments.In response to requests, recommends funding options for specific projects.Regularly provides timely information on grant opportunities to City staff and community groups.Reviews grant proposal drafts and writes grant proposals for departments when there is a need.Monitors and facilitates the grant review and approval process governed by APM 2.9 through the award / rejection stage.Develops policies that define City goals in expending grant funding and administrative procedures for grant development and approval; these include procedures for working with Spirit of AuroraMaintains and provides technical support of the grants database and other grant systems that include grant referrals for the City and community, and the status of grants for which the city applies.Reports regularly to City management and council on grant activities, applications, and awardsManages operations for Spirit of Aurora nonprofit corporation and its citizen-volunteer Board of DirectorsProvides training in grant-related matters for city staff, including grant management and grant compliance with applicable laws, regulations, and requirements.Provides internal risk assessment review for each grant and assesses the extent of internal compliance monitoring necessary.Support accountants on the development, management, and review of Single Audit workpapers and provide assistance to department grant managers whose programs are under audit.Presently coordinates emergency planning and preparedness activities for four administrative departments and manages large federal grants.Serve as designated Title VI Coordinator for the City. Minimum Qualifications & Working Conditions
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education :
Bachelor's degree in business or a financial-related field.Experience :
At least 3 years' progressively responsible professional experience in successfully developing grant opportunities or in grant writing and administration with demonstrated ability to produce results.Licenses and Certifications Required :Colorado Driver's License with a good driving recordPreferred Qualifications :Master's degree.Knowledge :
Knowledge of the principles, practices, and trends in fund-raising related to grants.Working knowledge of local government organization and operation.Knowledge of personal computer applications, including word processing, spreadsheets, and database software applications.Municipal ordinance interpretation.Skills :
Strong interpersonal and analytical skills.Excellent writing and editing skills.Skill in making formal and informal presentations to varied audiences, both internal and external.Abilities :
Ability to establish and maintain effective working relationships with employees, citizens, and elected officials.Handle sensitive situations with tact and diplomacy.Communicate effectively orally and in writing.Conduct research and analyze complex information, prepare and / or review plans and budget reports.Ability to plan and schedule work independently, meet deadlines, and assist others in doing so.Working Conditions
Essential Personnel :
When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.Physical Demands :
Sedentary physical work that involves moving no more than 10 pounds at a time with or without assistance.Occasional lifting, carrying, walking, and standing.Clear vision to read and interpret reports and other written documents.Frequent speech communication, listening, and hearing to maintain communication with employees and citizens.Hand / eye coordination for the operation of the computer keyboard.Work Environment :
