Supervisory Management And Program Analyst

This position is located in the Office of the Chief Clerk, Executive Office for Immigration Review, U. S. Department of Justice. The Supervisory Management and Program Analyst provides support to the Chief Clerk and Deputy Chief Clerk in the areas of program assessment and process improvement using a variety of analytical and evaluative techniques.

This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

This job is open to Career transition (CTAP, ICTAP, RPL) Federal employees who meet the definition of a "surplus" or "displaced" employee. Internal to an agency Current federal employees of this agency.

Duties include but are not limited to the following:

  • Provides technical advice to the Chief Clerk and managers and supervisors.
  • Evaluates and analyzes procedures and case flow.
  • Serves as the Contracting Officers Representative (COR) for various CO contracts.
  • Serves as the primary point of contact for all matters relating to the CO for the processing of appeals and motions.
  • Supervises activities of approximately three program analysts, to ensure uniformity of methods and analysis.

Qualifications In order to qualify for the Supervisory Management and Program Analyst position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information).

AND FOR THE GS-13 LEVEL:

Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:

  • Analyzing, evaluating and interpreting requirements of immigration laws and regulations related to the Clerk's Office(CO)operations;
  • Coordinating with various components within EOIR and private counsel to resolve issues related to the processing of any scheduled oral arguments;
  • Coordinating with contractors to ensure smooth and efficient delivery of services and products, sets priorities and ensures timeframes are met and;
  • Conducting management surveys and audits, ensuring that management policies, practices, and procedures are consistent with the strategic goals and objectives of the agency and provides results to senior management officials. (Your resume must CLEARLY demonstrate this experience)
