Job description

Bus Supervisor - 106

Coordinates, monitors, and controls bus service on-street operations. Supervises the work activity of a large group of bus operators to ensure safe, efficient, and reliable service. Responsible for managing on-street bus operations by receiving and transmitting information, giving instructions, responding to emergencies, or making adjustments to maintain on-time performance to Operators, Lead Bus Supervisors, Managers, Bus Dispatchers, Transit Police, and other agencies. Operates non-revenue vehicles when patrolling geographical areas to monitor and supervise Bus Operators in the performance of duties. Secures agreements for operator comfort stations. Responsibilities are difficult in nature, requiring extensive supervisory skills and ability.

Essential functions include responding immediately to all assignments issued equipment issued by the Bus Dispatcher, using the appropriate radio communication etiquette. Must also read and respond to emails and other communication methods. Responsible for checking service for schedule maintenance, operation of equipment, proper destination sign readings, and proper uniform and appearance of operators. Provides coaching and/or direction to Operators. Cites Bus Operators for rule and standard operating procedure violations. Responds to emergencies involving VIA personnel, vehicles, or property; determines and communicates required response level by VA personnel and other agencies, including police, fire, and emergency medical personnel. Acts as VIA representative and/or investigator at accidents, incidents, fires, street blockades. Closely monitors bus service for operating violations and compliance with city and state traffic rules and regulations. Directs Bus Operators during emergency incidents, equipment breakdowns and other service disruptions. Assists and instructs bus operators on route and schedule adjustments, at accident scenes, overloads, etc. or for any cause that interferes with movement of buses in maintaining their schedule. Reroutes bus lines and prepares detours notices when necessary, resulting from construction, fire, and police activities, civil emergencies, or other unexpected situations. Responsible for communicating to the Bus Dispatcher pertinent information relative to any difficulties which may occur or have occurred to interrupt bus service. Assists the public during detours, parades, and special event services to ensure excellent customer service is provided. Monitors computer-aided dispatch (CAD) system by use of system voice/data radio control, schedule adherence, headway, route deviation, pull-ins and pull-outs, alarms, rosters, and other status information. Prioritizes reported problems in order of importance and severity, formulates, coordinates, and directs the appropriate course of action. Follows and enforces the Federal Communications Commission (FCC) rules and regulations pertaining to radio communication systems. Utilizes CAD system to directly communicate with Bus Operators. Utilizes CAD/AVL to locate operators/vehicles that require assistance. Ensures all work is accomplished in compliance with the "Memorandum of Working Conditions for Hourly-Paid Employees", and the "Operators Manual of Rules and Procedures" and all related amendments and bulletins. Responsible for the investigation of passenger's overload problems and written recommendations for correction of problems. Responsible for minor maintenance and troubleshooting equipment (i.e., reset fareboxes, tighten mirrors, change light bulbs, etc.) of in-service buses to avoid bus changes. Responsible for VIA related deliveries/pickups and posting of special notices at the County Courthouse and City Hall. Investigates traffic and workplace accidents, incidents, and customer complaints; and prepares necessary reports. Prepares daily reports. Performs various administrative assignments and projects. Responsible for special projects which may require research and the submission of written reports, memos, or proposals. Conducts route surveys ensuring adequate and proper bus stop signs, route signs, bus benches and shelters are present and maintained properly. Responsible for obtaining Bus Operator comfort stations along routes and maintaining a working relationship with the owners or managers of the facilities. May be required to attend public hearings, board meetings, pre-construction meetings, etc. Provide detailed written and/or oral reports as required. Assists individuals with disabilities in using VIA services. Works in coordination with law enforcement, security, transit police, etc. when required. Assists with the training of probationary supervisors. Maintains, supports, and promotes a safe environment while complying with all VIA safety rules, policies, and procedures. Adheres to safety rules, regulations, policies, and procedures to ensure the wellbeing of VIA employees, customers, and business partners.

Education and experience: High School education or equivalent, plus additional applicable Business School, College, or Trades Training Courses and two (2) years transit experience as a bus operator with an exemplary record, or an acceptable combination of education, training and supervisory experience.

Additional requirements: Must have a valid Class A or B Texas Commercial Driver's License with a P endorsement. Must have a good driving record. Operate computer systems proficiently. Must be able to type. Must have knowledge of applicable local, state, and federal laws, rules, and regulations governing public transit systems. Must be able to maintain all issued equipment in a clean and orderly manner. Must report any damaged, lost, or non-working equipment to the Lead Bus Supervisor. Must keep any assigned vehicle clean and orderly, interior, exterior, and truck bed. Proficient knowledge of English; grammar, punctuation, and spelling. Must be able to communicate effectively orally and in writing. Proofread work and correct errors. Must be able to understand, interpret, and apply law, rules, regulations, policies, and procedures. Analyze situations, identify problems, and recommend solutions. Must have a good working knowledge of all VIA services and be able to provide information to the general public. Must be able to interact professionally with various levels of VIA employees and outside representatives. Speak effectively to individuals and/or small groups. Must possess excellent communication skills, both verbal and written. Must be able to communicate clearly both in person and by two-way radio. Must be able to accurately perform schedule checks. Must have mathematical skills to perform basic calculations. Must have knowledge of the "Working Conditions for Hourly-Paid Employees" and the "Operators Manual of Rules and Procedures". Read and understand work runs and running boards. Must be able to perform duties as a relief, a full shift, and/or during special events. Must be able to work independently with little or no supervision. Must maintain the confidentiality of sensitive information, materials, and personnel data. Must be able to travel off-property in company vehicles. Must be able to operate revenue and non-revenue vehicles in the yard, streets, or highways when required. Must have sufficient mobility to perform duties in the field, such as investigations, directing buses, etc. Must be able to attend and pass Transit Safety Institute (TSI) Bus Collision Investigations I, Advanced Bus Collisions Investigations II, and Transit Supervisor Certification training. Positions in this classification are considered safety sensitive under the Federal Transit Administration (FTA) drug and alcohol regulations. Must be able to maintain good work attendance. Physical requirements: Physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift objects 5-25 pounds, such as files, equipment and supplies, and books. Must have sufficient strength and dexterity to perform minor maintenance on buses, plus lifting of engine compartment lift gate.

Work environment: Inside and outside work with irregular hours. Work hours involve early morning, late night, weekends, and/or split shifts. Must be able to work various hours and work locations. Some exposure to inclement weather conditions, chemical, physical and mechanical hazards. Days off are subject to cancellation. Work shifts/ assignments may change suddenly in order to meet company needs. Must answer company issued cell phone during periods of bad weather, emergencies, or other urgent events.
