Assistant Deputy County Administrative Officer For Economic Development And Infrastructure

A Non-Merit vacancy exists in the Administrative Office. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. Examples Of Duties

Job Overview: The Assistant Deputy County Administrative Officer (ADCAO) for Economic Development and Infrastructure is a senior leadership position within Baltimore County Government, which reports to a Deputy Administrative Officer and works closely with the County Executive and Senior Leadership Team. The ADCAO will assist with the oversight of departments and functions related to economic development, workforce development and policies and procedures related to land use, development and redevelopment; monitor and seek to improve operations within those departments, and will assist with managing complex cross-departmental initiatives and goals that advance the County's enterprise-wide strategic plan. The ideal candidate will have experience with government operations; familiarity with economic development, workforce development and land development issues; understanding and knowledge of local and state laws and regulations impacting these issues; and experience developing and implementing strategies and standard business operating procedures among government agencies and external partners.

  • Assists with the oversight of a portfolio of County departments including Economic & Workforce Development, Environmental Protection & Sustainability, Permits Approvals & Inspections, Planning, and Public Works & Transportation.
  • Assists with monitoring operations with the portfolio of departments and work with department leaders and staff on ensuring smooth and effective government operations, navigating issues and challenges impacting operations, and identifying opportunities for operational improvement and increased efficiencies.
  • Assists with coordinating with department leaders and staff on recommending operational or policy decisions to the County Executive and senior team.
  • Assists with the implementation of economic development, workforce development and land development initiatives identified by the Administration, as well as items in the County's strategic plan and other plans announced by the County Executive or the departments.
  • Conducts research into new strategies or national best practices for improving policies and practices in the portfolio, including approaches that leverage public and private resources to spur economic development.
  • Assists with managing the implementation of economic development, workforce development and land development efforts launched with the use of American Recovery and Reinvestment Act (ARPA) funding.
  • Builds and maintains strong relationships with external partners, including federal and state agencies, community organizations, advocacy groups, non-profit groups and private sector representatives, regional economic development organizations, anchor institutions, and other entities that work in economic development, workforce development and land development.
  • Identifies and assists with managing opportunities for inter-jurisdictional collaboration on economic and workforce development initiatives, particularly with Baltimore City and the State of Maryland, and serve as a liaison on these issues with partners from other jurisdictions.
  • Assists the Office of Government Affairs in tracking and monitoring legislative initiatives at the federal, state and local levels that would have an impact on Baltimore County.
  • Assists the Office of Government Reform and Strategic Initiatives and the BCStat team on developing performance metrics and tracking data related to programs and initiatives overseen or monitored by the Deputy Administrative Officer, and assist the County's Chief Data and Performance Officer to support data-sharing initiatives and data analysis.
  • Ensures economic development, workforce development and real estate development programs and strategies are implemented with an equity lens and that investments are targeted toward traditionally undeserved areas.
  • Ensures economic development, workforce development and land development programs and strategies are evaluated with a sustainability lens.

Qualifications

Required Qualifications:

  • Undergraduate degree in public policy, public administration, government, political science, or a related field. Master's degree or law degree a plus. Minimum of four years in government, corporate or non-profit management.
  • Experience managing complex, inter-agency or inter-organizational initiatives based on best practices.
  • Track record of engaging with a diverse set of stakeholders and working collaboratively with other senior colleagues to craft a common vision and direction.
  • Excellent oral, written communication and analytical skills.
  • Experience convening government officials and community stakeholders to create policies and implement programs.

Health Insurance: In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include: Medical, Prescription, Dental and Vision insurance.

Flexible Spending Accounts: Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance: In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement: Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave:

Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
