Job description

Project Manager II

The Project Manager II independently manages standard projects and is responsible for delivering safe, profitable, and well-executed work through disciplined project controls, financial management, communication, forecasting, and field coordination.

The PM II executes the full CROM project management process while maintaining predictable project outcomes, minimizing escalation, and taking ownership of project financial, schedule, safety, quality, and communication performance.

The PM II works closely with Accounting, Administration, Development, Engineering, Procurement, Safety, Training, Logistics, Human Resources, Superintendents, clients, owners, general contractors, subcontractors, and vendors as applicable to the contractual relationship on the project.

Essential Duties & Responsibilities:

1. Project Management Responsibilities:

a. Manage assigned projects from startup through closeout while maintaining ownership of project scope, schedule, budget, quality, safety, documentation, communication, and client expectations.

b. Develop a complete understanding of contract documents for assigned projects, including the executed contract, project plans, specifications, addenda, safety requirements, quality requirements, schedule requirements, scope inclusions, and exclusions.

c. Prepare startup packages including contract documentation, job cost and budget information, project documents, QA/QC requirements, safety requirements, schedules, and other information required by on-site Superintendents.

d. Prepare CPM project schedules based on project requirements, maintain look-ahead schedules, and update the CPM schedule based on changes to the look-ahead schedule and field progress.

e. Coordinate drawings, submittals, procurement, and documentation with Drafting, Engineering, Procurement, subcontractors, vendors, and the Purchasing Department.

f. Visit project sites during initial site preparation and construction as required and maintain regular contact with the Superintendent to stay apprised of construction progress, field issues, safety concerns, quality requirements, and resource needs.

g. Prepare documentation and coordinate internal preconstruction meetings, including scope review, safety planning, quality planning, budget review, schedule alignment, resource planning, logistics, change management expectations, and open action items.

h. Coordinate, schedule, document, and support project-related inspections and controls including safety inspections, quality control inspections, concrete pre-pour meetings and checklists, concrete and shotcrete testing requirements, T&M reports, unit price quantities, job cost review, and revision of schedule and budget goals.

i. Facilitate timely project closeout by coordinating submission of required documentation and preparing documentation for internal post-project assessment meetings.

2. Financial, Risk, Schedule, and Change Management:

a. Prepare accurate EPIR, CCTS, job cost reviews, and WIP forecasts to support reliable financial visibility and project performance tracking.

b. Monitor project budgets, labor productivity, commitments, procurement status, and financial performance throughout the project lifecycle.

c. Own project financial outcomes and implement corrective actions to maintain profitability when budget, labor productivity, procurement, or schedule performance trends negatively.

d. Manage change orders, delay documentation, contractual entitlement, and valid recovery opportunities with Owner, GC, subcontractors, and vendors as applicable to the contractual relationship on the project.

e. Identify risks early, develop mitigation plans, drive timely issue resolution, and minimize avoidable project escalations.

3. Communication, Collaboration, and Project Leadership:

a. Coordinate project activities with Superintendents, clients, subcontractors, vendors, internal departments, and other project stakeholders.

b. Maintain strong client and field alignment through consistent communication, timely follow-up, and proactive resolution of project issues.

c. Promote collaboration among project stakeholders and reinforce project execution expectations.

d. Actively participate in monthly department meetings and complete assigned department responsibilities.

4. Professional Conduct/Development:

a. Build professional and technical knowledge through continuing education, review of professional publications, personal networks, professional societies, and educational workshops at the direction of the department manager.

b. Maintain and enhance the Company's image through professional demeanor and appropriate methods of conducting business.

c. Perform other duties as assigned.

The PM II consistently manages projects with predictable outcomes while demonstrating ownership of financial performance, schedule adherence, change management, and client satisfaction.

Minimum Qualifications:

B.S. Degree in Construction Management, Civil Engineering, or similar, or an equivalent technical degree plus 1-3 years of CROM Project Management experience or 3 years of related Project Management experience.

Proficiency in MS Word, Outlook, and Excel.

Valid Driver's License with a clean driving record and insurance.

Must be a team player and able to work well with a diverse group of personnel.

Preferred Qualifications:

30 Hour OSHA Certification.

Concrete industry experience.

Proficiency in MS Project or other related scheduling software.

Proficiency in Bluebeam software.

Proficiency in Autodesk DWF Composer.

PMI-CP Certification.

First Aid, CPR, and AED Certification.

Other Requirements:

Ability to effectively prioritize and execute tasks in a high-pressure environment.

A hands-on training period will be required to become familiar with the construction of prestressed concrete tanks and the use of repair materials and methods utilized for infrastructure repair.

Working Conditions:

Travel: This position will require that the Project Manager travel in the assigned territory approximately 1-3 days per week as dictated by the number of projects in the area at any given time and as required by the Regional Manager/Regional Lead.

Projects in other areas/territories and with other Regional Managers/Regional Leads may be assigned as fluctuations occur in the workload of the assigned Regional Manager/Regional Lead.

Extended work hours are required as necessary to meet project deadlines.
