Job description

Introduction The Maryland Department of General Services (DGS) supports state and local government agencies, local non‑profit organizations, and citizens of Maryland by providing facilities management, real estate and surplus property services, and security and law enforcement for state buildings. DGS also oversees a full spectrum of facilities engineering, design, construction services, nearly $1 billion in annual contract administration, and the state procurement process. LOCATION OF POSITION Maryland Capitol Police Department Baltimore City – 301 W. Preston Street Annapolis – 29 St. Johns Street Main Purpose of Job The Maryland Capitol Police Candidate Trainee position is entry‑level law enforcement work within the Maryland Capitol Police. Employees in this class attend a Police Training Academy to learn how to enforce Local, State and Federal laws and departmental rules and regulations. They must attend the law enforcement academy and pass the Entrance Level Police Training Course required by the Maryland Police and Correctional Training Commission and the Maryland Capitol Police. Employees are considered Emergency Essential personnel and must be willing and available for duty at all hours, including overnight and on-call periods. Position Duties A Police Officer Trainee is an entry‑level law enforcement role focused on learning to enforce laws and ensure public safety. Trainees work under close supervision and may be assigned various shifts, including nights, weekends, and holidays, with potential call‑ins and overtime. The role progresses as follows: Trainee – Learns under close supervision. Officer I – Works under close or general supervision. Officer II – Performs full duties under general supervision. Employees may be assigned to work on a rotating or fixed shift basis, including nights, evenings, weekends, and holidays. They are subject to call to duty in emergencies and may be required to work overtime with little or no notice. Upon completion of the academy training, officers will be assigned to a division at the discretion of the Police Department. The work involves frequent walking and standing, operating vehicles and firearms, and exposure to potentially hazardous law enforcement and public safety activities under adverse weather conditions and encounters with armed and dangerous individuals. After meeting physical agility, background, psychological, and medical requirements, passers are considered for the police training academy, which offers academic, physical, and practical training to prepare recruits for a career in law enforcement. Minimum Qualifications Education: Graduation from an accredited high school or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Police and Correctional Training Commission regulation. Experience: None. Licenses, Registrations and Certifications 1. Employees in this classification who have not already done so must successfully complete the Entrance Level Police Training Course required by the Maryland Police and Correctional Training Commission during the probationary period. 2. Employees will be required to secure a Police Officer certification during the probationary period. 3. Employees may be required to possess or obtain a special police commission in accordance with Public Safety Article, Section 3‑209, Annotated Code of Maryland. Special Requirements 1. Selection standards for Police Officer certification are established by the Maryland Police and Correctional Training Commission and detailed in COMAR 12.04.01.04, including: - U.S. citizenship - Minimum age 21 years - Satisfactory background investigation, including criminal history check - Oral interview - Physical and psychological examinations, truth verification, and drug test (COMAR 12.04.01.04) - Possession of a valid driver’s license in Maryland. 2. Employees are subject to call‑in and must provide a reachable phone number. 3. Employees may be required to bear firearms and demonstrate practical knowledge and proficiency in safe use and care of firearms periodically. Selection Process Initial Contact – Confirm candidate interest and qualifications. Fitness Testing – Physical fitness test comprising: Push‑ups: 19 within 1 minute. Crunches: 28 within 1 minute. Supine stretch: Reach 1.5 inches beyond toes. 300‑foot dash: Complete within 80 seconds. Climb over a barrier. Pull or drag a 150‑lb weight at least 15 feet. Stair climbing: Traverse two flights up and down. Application Review – Assess submitted materials. Background Check – Investigate suitability. CVSA Test – Conduct computer voice stress analysis. Oral Board Interview – Interview with a three‑person panel. Conditional Offer – Extend a provisional job offer. Screenings – Psychological test, physical exam, and drug screening. Final Offer – Confirm official job offer upon passing screenings. Training & Certification – Complete field training, firearm qualifications, and MPTSC certification. Successful applicants are placed on an eligibility list for one year.
