Job description

What You Will DoThis position will be filled at either the IT Program Manager 3 or IT Program Manager 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.IT Program Manager 3 $128,000 - $215,900Los Alamos National Laboratory is seeking an IT Portfolio Management Office Lead to strengthen how information technology projects are planned, governed, and delivered across a complex, mission-driven portfolio. This role is central to improving execution discipline, reinforcing accountability, and helping ensure that project teams deliver against scope, schedule, cost, and risk commitments.This is not a status-reporting role. You will help build upon and reinforce an existing delivery framework that supports successful outcomes across the information technology project portfolio. You will work closely with sponsors, portfolio managers, project managers, work package managers, project controls partners, and information technology leadership to create clearer ownership, improve visibility, manage and document risk, and drive issues to resolution.At this level, you will help standardize delivery practices across planning, scheduling, risk management, change control, and governance. You will coach project leaders, reinforce expectations for execution rigor, and help teams identify risks, issues, and changes early so they can be actively managed.IT Program Manager 4 $141,500 - $238,300In addition to what was outlined at the lower level, at this level you will be expected to operate with significant independence, influence senior internal or external customers, and help shape the strategic direction of the Program Management Office delivery model. You will lead efforts to mature execution standards, strengthen governance, and drive portfolio-level improvements in accountability, risk management, schedule integration, and delivery performance. You will: drive culture change across the project delivery community toward greater accountability, proactive risk management, and measurable execution outcomes; mentor junior information technology program managers and project managers; establish reporting and documentation expectations for senior leadership and external stakeholders; provide expert-level guidance on portfolio risks, delivery performance, governance, and change control; represent the organization as a senior spokesperson on program status, risks, issues, and upcoming decisions.This position is open for external candidates only to apply. What You NeedMinimum Job Requirements:Program and Project Delivery LeadershipDemonstrated experience in a program management office, program management, or project delivery leadership role within a complex, multi-project environment. Experience improving execution outcomes across scope, schedule, cost, risk, and stakeholder commitments.Governance, Accountability, and Execution DisciplineAdvanced knowledge of program and project management practices, including work scope definition, schedule development, cost and schedule baselines, performance milestones, change control, variance reporting, and risk management.Planning, Scheduling, and Project ControlsExpertise in project planning and scheduling concepts, including integrated schedules, dependencies, forecasting, schedule quality, and variance visibility. Ability to partner effectively with project controls professionals to improve data quality and execution insight.Stakeholder Engagement and InfluenceAdvanced experience developing and maintaining effective relationships with customers, stakeholders, project leaders, and technical teams. Ability to build trust, gain consensus, challenge teams constructively, resolve conflicts, and influence outcomes without direct authority.Communication and FacilitationOutstanding oral and written communication, facilitation, and presentation skills. Demonstrated ability to lead delivery reviews, communicate portfolio health, elevate risks and issues, and provide leadership with clear, actionable information.Information Technology Program KnowledgeAdvanced knowledge of information technology or information security programs, including one or more of the following areas: hardware, software, network infrastructure, telecommunications, information technology governance, enterprise architecture, information architecture, or systems engineering.Additional Job Requirements for IT Program Manager 4In addition to the requirements outlined above, qualification at the higher level requires:Expert Program LeadershipExpert-level knowledge and consultative experience in the management of complex information technology or information security programs, including scope, schedule, budget, priorities, milestones, risk, change control, and performance reporting. Proven ability to reinforce accountability and drive disciplined execution across matrixed teams.Strategic Portfolio ExecutionDemonstrated ability to lead significant, unique, or highly complex programs or portfolios that impact multiple organizations and require alignment among senior leaders, customers, and technical teams.Senior Stakeholder NegotiationExpert experience engaging with high-level internal or external customers and stakeholders to negotiate mission goals, deliverables, scope, schedules, funding, resources, and performance expectations.Organizational Influence and MentorshipExperience mentoring project managers, program managers, or delivery leaders and driving consistent delivery standards across a project management community.Governance Maturity and Culture ChangeExtensive experience strengthening program management office frameworks, improving governance, and leading culture change toward accountability, early escalation, execution discipline, and proactive risk management.Training/Certifications: Project Management Professional certification or equivalent project management certification.Education/Experience at IT Program Manager 3 Level:Position requires a Bachelor's Degree in a related field and 8 years of experience; or an equivalent combination of education and experience directly related to the occupation. A postgraduate degree in a related field may serve as years of related experience.Education/Experience at IT Program Manager 4 Level:Position requires a Bachelor's Degree in a related field and 12 years of experience; or an equivalent combination of education and experience directly related to the occupation. A postgraduate degree in a related field may serve as years of related experience.Desired Qualifications:

  • Experience in environments requiring high execution discipline, such as large-scale information technology, engineering, construction, national security, or regulated environments.
  • Background coaching, mentoring, or developing project managers to a consistent delivery standard.
  • Experience improving data quality, reporting accuracy, and portfolio health visibility.
  • Knowledge of agile methodologies and experience working with scrum teams, scrum masters, and product or service owners.
  • Experience working in a national laboratory, Department of Energy, National Nuclear Security Administration, federal, or highly regulated environment.

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.
