Responsibilities Assist in design, development, and implementation of enterprise-wide Operations Support Systems (OSS) applications and their associated operating systems and databases. Application administration of OSS applications supporting all Charter Divisions. Participate in full life‑cycle of systems engineering activities of high‑quality, scalable solutions. Contribute to design sessions with OSS Architects, Requirements Analysts, IT Operations and OSS Systems Engineers. Review existing integration capabilities, data sources, and proposed solution designs for feasibility, cost and functionality. Create detailed design documents and functional specifications for new applications/services and for enhancements to existing systems/services. Create work effort estimates for assigned tasks and support prioritization and release management. Develop core code modules, unit test tools and release notes for enhancements and bug fixes. Install, administer, configure and maintain OSS applications including operating systems and related software. Provide "on call" support to resolve OSS application issues after normal business hours. Use established change‑management processes, requiring operational procedures be performed with minimal customer impact (i.e., during established maintenance window). Work with database administrators to configure, tune and maintain databases in a variety of languages. Document systems configurations and upgrades. Design and implement change control policies and disaster recovery plans. Monitor and assist in managing applications, device availability, network conditions and system reliability and performance, service and program maintenance and storage resources. Perform other duties as requested by supervisor. Required Skills & Knowledge Ability to read, write, speak and understand English. In-depth ability to conduct design sessions to specify solution designs for feasibility, cost, and functionality. In-depth ability to create detailed documentation to functionally understand new and existing applications. In-depth ability to follow and implement established change and control policies and procedures. In-depth ability to troubleshoot application problems and knowledge of development tools, application frameworks, and testing tools. Knowledge of OSS applications and software. Knowledge of lifecycle management and planning, monitoring and control of the systems engineering process. Required Education Bachelor's degree in Computer Science or related field, or equivalent experience; may require industry‑standard certifications. Required Related Work Experience Application Development experience in relevant areas – 3 years. Network OSS application experience – 2 years. System Administration experience – 2 years. Database support and development experience – 2 years. Experience in Enterprise Application Integration (EAI) – 2 years.
