Job description

Deputy Commissioner of Operations

The New York City Mayor's Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. The administration is leading the fight in making the city more affordable, reducing inequality, improving public safety, ensuring delivery of efficient and effective services, and working to make New York City's economy stronger. The NYC Office of Community Safety advances a whole-of-government approach to violence prevention and public safety that addresses gun violence prevention, hate crime prevention, survivor services, domestic violence prevention, and innovations in crisis response services. The Office oversees the Office of Crime Victim Services, Office to Prevent Gun Violence, Office to End Domestic and Gender-Based Violence, Office for the Prevention of Hate Crimes and the Office of Community Mental Health.

The Deputy Commissioner of Operations serves as the Office's chief administrative and operational leader, responsible for building and managing the systems, infrastructure, and internal operations necessary to support the Office's mission. Reporting directly to the Commissioner, the Deputy Commissioner oversees strategic planning and project management, budget and fiscal administration, legal, procurement and contracts, human resources and talent management, office administration, and performance management. The Deputy Commissioner of Operations responsibilities include but are not limited to: Organizational Development and Agency Transition - Support the development and implementation of the Office's organizational structure, operational systems, and administrative infrastructure. - Partner with the Commissioner and senior leadership to strengthen agency operations, governance, and organizational effectiveness. - Coordinate planning efforts related to organizational growth, operational readiness, staffing, budget, and administrative functions. - Work closely with the Deputy Mayor's Office and other city partners to support the Office's long-term transition to a standalone city agency. Strategy Operations and Project Management - Develop and implement a strategy to ensure efficient office-wide operations and coordinate with the Senior Leadership team to align these processes across the office. - Lead the development and implementation of agency-wide operational plans and strategic initiatives. - Establish and oversee project management structures to ensure timely execution of agency priorities. - Create a process for program teams to plan and manage large-scale initiatives, including project plans, timelines, performance metrics, and implementation strategies. - Monitor progress, identify implementation challenges, and recommend policy or operational solutions. Leadership and Staff Development - Lead, supervise, and develop a diverse team of directors and professional staff across multiple operational functions. - Foster a high-performing, collaborative, and accountable work environment that supports employee growth and organizational effectiveness. - Provide coaching, mentorship, and performance management to staff while building leadership capacity across the organization. - Promote a culture of excellence, innovation, and continuous improvement in support of the Office's mission and values. Budget, Fiscal Management, and Contracts - Supervise the Budget Director and provide strategic oversight of the Office's budget, fiscal management, procurement, and contracting functions. - Guide the development and execution of the agency's annual budget and long-term fiscal strategy. - Ensure effective stewardship of public resources through oversight of expenditures, contract performance, and financial controls. - Lead budget planning and coordination with City Hall, OMB, and other oversight entities. - Oversee procurement and contracting processes to support the agency's operational and programmatic priorities. Human Resources and Talent Management - Partner with Mayor's Office Human Resources Department, and other relevant city agencies, on recruitment, hiring, and staff management. - Oversee agency hiring, workforce planning, onboarding, and personnel administration. - Develop staffing plans to support agency growth and strategic priorities. Data and Legal Affairs - Work with the Research Director to ensure that the agency's research, data, and evaluation functions to support evidence-informed decision-making. - Ensure the development of performance metrics, reporting systems, and program evaluations. - Coordinate with agency counsel and the Law Department on legal matters affecting agency operations and programs. - Provide strategic guidance on legal, regulatory, and compliance issues. About You: - You have proven ability to lead, manage, and develop high-performing teams. - You have strong organizational leadership skills with experience building systems, processes, and operational infrastructure. - You have excellent project management and execution skills, with the ability to drive complex initiatives across multiple stakeholders. - You have demonstrated ability to manage multiple priorities in a fast-paced and evolving environment. - You have strong analytical, problem-solving, and decision-making skills. - You have excellent relationship-building and collaboration skills. - You have strong written and verbal communication skills. - You have sound judgment, professionalism, and discretion in handling sensitive organizational matters. - You have demonstrated experience leading teams, managing complex organizational initiatives, and overseeing multiple operational functions. Minimum Required Qualifications: - Bachelor's Degree required. - 8+ years of progressively responsible professional experience in operations, public administration, organizational management, finance, human resources, project management, or related field.
